The Sacramento Civil Service Board convened on Monday, June 17, 2024, at 1:01 PM in City Hall Complex, 915 I Street, Sacramento. Chair Kathryn Meola presided with Members Amanfor, Byrd, and Stein present; Vice Chair Gonzales-Cabatic was absent. The meeting addressed a consent calendar, seven appeals of disqualification from city recruitments, and three closed session disciplinary appeals for police officers. Item 2 – Omar Alegria (Utility Operations & Maintenance Serviceworker, Wastewater & Drainage): Staff presented that the appellant did not meet the minimum two-year experience requirement in water distribution, sewer, drainage, or waterway systems. The appellant’s street construction and irrigation experience was deemed non-qualifying. Motion by Member Amanfor, seconded by Member Stein. Vote: 4-0.

Item 3 – Jorge Carrillo (Fire Prevention Officer Trainee): The appellant was disqualified for failing the training-and-experience exam (a single multiple-choice supplemental question). Board members clarified the exam format. Motion by Member Byrd, seconded by Member Stein. Vote: 4-0.

Item 4 – Humberto Deltoro (Utility Operations & Maintenance Serviceworker, Wastewater & Drainage): The appellant had 1.58 years of qualifying experience at Ticker Pipelines, short of the two-year minimum. General construction experience was not counted. Board members discussed the need for clarity in qualification standards, noting four appeals for the same position. Then the board adopted the Director’s decision (motion by Member Amanfor, seconded by Member Stein, vote: 4-0).

Closed Session
At 1:33 PM, the board adjourned to closed session to discuss three personnel discipline matters for police officers (Government Code section 54957(b)). The board reconvened at 2:25 PM and reported the following votes (all under Government Code section 54957.1(a)(5) and Civil Service Board Rule 12.10(d)(1)):
- Item 8 (Termination appeal): Motion to adopt arbitrator’s proposed decision. Motion by Member Byrd, seconded by Chair Meola. Vote: 3-1 (Amanfor opposed).
- Item 9 (Suspension appeal): Motion to adopt arbitrator’s proposed decision. Motion by Member Amanfor, seconded by Member Stein. Vote: 3-1 (Byrd opposed).
- Item 10 (Removal from Field Training Officer assignment, including 9.5% incentive pay): Motion to adopt arbitrator’s proposed decision. Motion by Member Stein, seconded by Member Byrd. Vote: 4-0 (unanimous).

To the original people of this land, the Nissanan people, the Southern Maidu, Valley and Plains Mewak, Patwin Wintoon peoples, and the people of the Wilton Renteria, Sacramento's only federally recognized tribe.
