Summary

Civil Service Board Meeting on August 18, 2025

The Civil Service Board convened on August 18, 2025, to address the consent calendar and several appeals of disqualifications from various city recruitments. All appellants were absent, leading to waived staff presentations and unanimous approvals of the director's findings. The board also adjourned to a closed session where a discipline case decision was made.

Consent Calendar

  • The board unanimously approved the consent calendar with no public comments or discussion from members.

Discussion Items

  • Appeals of Disqualifications: The board considered appeals for disqualifications from multiple recruitment positions: Police Record Specialist One (Philip Vivsick and Carim Penia Onofre), Water Conservation Representative (William Young), Accounting Technician (David Kilner), and Administrative Analyst Permits and Taxes (Akilah Ready Boca). In each case, the appellant was not present, so informal hearing rules were waived, and motions were made to adopt the director's findings of disqualification.
  • Member Question: A board member asked for clarification on the minimum qualifications for showing both in-person and telephonic contact with the public, specifically referencing the appeal of Carim Penia Onofre. Staff explained that applicants must clearly demonstrate experience in both modalities.

Key Outcomes

  • All appeals were denied unanimously, with votes of 5-0 for each motion to adopt the director's findings.
  • In closed session, the board passed a motion to adopt the arbitrator's proposed decision in the discipline case of a police officer, pursuant to government code section 54957.1A5 and Civil Service Board rule 12.10 D1.
