Moving right along on the discussion calendar.

First up, we have a discussion regarding the public safety subcommittee.

Recommendations from Councilmember Larry Carr.

It's a pleasure to be here with you.

I haven't been on this side of the podium for a while.

It's um first of all, I'd like to start off by thanking you for your service.

Uh, all of you have busy lives.

I know many of you are very busy, and you have other things to do, yet you volunteered your time to serve on this commission, and uh the city is truly grateful and appreciative.

Uh, my name is Larry Carr.

I represent District 8 uh on the Sacramento City Council.

I'm also the mayor pro Tim of the city.

And uh but I'm speaking to you tonight as the chair of the public safety subcommittee that the mayor formed uh I guess back in September.

I also want to thank you for your recommendations, the uh information sharing recommendations as well as the uh police diversity and hiring recommendations, and we will incorporate many of those into the things that we're working on.

Some of them will be left for the commission to deal with as well.

Um the subcommittee was formed by the mayor to basically do three things.

One look at the officer next door uh framework and see how that's working, see what's working and what's not working, how we can build on it and how we can improve upon it.

The second was to get input on the hiring of the new police chief.

And the third item was to look at strengthening this commission.

Uh the exact words that were told to me when I was appointed was to put some teeth into it.

And uh so we've been looking at that since uh September.

We took a trip to Berkeley and looked at the Berkeley model.

We also looked at other models for police civilian oversight commissions around California and around the United States, and we set about trying to develop a commission that the public could believe in that would serve the benefit of being a bridge, Mr.

Roberts, between the police and the community.

Uh we've come up with uh draft commission charter change and a draft use of force policy.

And we will be taking those out to the public uh this month.

We're going to have four community forums.

We've placed the use of forced policy on the internet.

We've already gotten some input from some members of this commission as well.
