Sacramento Community Police Review Commission Meeting – March 9, 2020
The Sacramento Community Police Review Commission held a regular meeting on March 9, 2020, from 6:00 p.m. to 7:03 p.m. in the City Hall Council Chamber. Chair Mario Guerrero presided. Commissioners adopted minutes, received an overview of commission powers and procedures, formed three ad hoc committees, and updated the follow-up log. No public comments were offered.

- Item 1 – Approval of Minutes: Passed a motion (4 yes, 2 abstentions, 3 absent) approving the meeting minutes of October 14, 2019, December 9, 2019, and February 10, 2020.
Discussion Items
- Item 2 – Commission Ordinance Overview and Ad Hoc Procedures: Senior Deputy City Attorney Michael Sparks presented the commission’s purpose (community participation in reviewing police policies and monitoring initiatives) and its three powers/duties: advising city council, reviewing OPSA quarterly complaint reports for patterns, and reporting annually to mayor and council. Commissioners discussed the difficulty of getting their recommendations onto the city council agenda for a vote. Interim Director Kevin Gardner reported he is working with the mayor’s office to schedule a meeting to address this. Commissioner Carter requested a copy of the council rules of procedure. The commission received and filed the report.
- Item 3 – Discuss Formation of Ad Hoc Committees: Chair Guerrero, after discussion, created three ad hoc committees without a formal vote:
- Mental Health Ad Hoc: Commissioners Falcon, Castillo-Krings, Sabeniano, and Savage-Sangwan appointed; Falcon as chair, Castillo-Krings as co-chair.
- Discipline and Accountability Ad Hoc: Commissioners Carter, Zamora, King, Elkarra, and Guerrero appointed; Carter as chair, Zamora as co-chair.
- Rules of Procedure (Internal Process) Ad Hoc: Commissioners Castillo-Krings, Sabeniano, Guerrero, and Escobar appointed; Castillo-Krings and Sabeniano as co-chairs. Commissioner Carter suggested a de-escalation presentation from Sacramento Police Department (SAC PD) before forming an ad hoc on that topic; a request was added to the follow-up log. Commissioner King recommended studying the Peace Officers’ Bill of Rights (POBAR); a POBAR presentation was also added to the log.
- Item 4 – Follow-Up Log: The commission received and filed the follow-up log. New requests added: de-escalation policies presentation, POBAR presentation, implicit bias/emotional intelligence presentation (requested by Commissioner Carter), and an updated use-of-force report card from the ACLU (requested by Commissioner Elkarra).

Okay, it is six PM, and so we will get ready to start our Sacramento Community Police Review Commission meeting. Um start out with the roll call. Uh member Marion. Member Castillo Kringles. Member King. Member Elkara. Member Sib Sabiniano. Okay. Member Escobar. Member Zamora. Member Falcom. Member Savage Sangwan. Vice Chair Carter. Chair Guerrero. Present. Okay, we have a quorum. Let's see. Tonight's meeting is being streamed and recorded. The recording will be available on the city's website. If you were here tonight to speak to the commission, you will need to complete a speaker slip and turn it in to the assistant clerk prior to the start of the agenda item. If you need an assisted listening or speaking device, please see the assistant clerk. So I have a couple of things. So if we can't find that uh document, we're probably gonna try to recreate it. So start thinking about the organizations, the community groups that you belong to that you have a relationship that uh you might want to kind of adopt as someone as an organization or group that you regularly check in with about commission issues. For example, um I'm affiliated with uh Sacramento Stonewall Democrats. I was uh part of a statewide group that worked on AB392. Um and so those are some of the groups included groups like ACLU, the statewide organization entity, and so those are some of the groups that I have connections with, so you know that's the kind of a um direction that we want to go towards. Uh let's see. I wanted to thank uh well, give a shout out to the students from uh Center High School in the back. Thank you for being here. Appreciate your attendance seeing uh you know quasi government at work, really appreciate you being here. One uh ask of commission members, uh Mandy Um uh sent out an email in advance to check uh attendance at tonight's meeting, and not everyone responded, and it's really important that we respond for the purposes of ensuring that we have quorum. So if you're not receiving those emails, definitely let um Mandy know so that we ensure you're getting those messages, but also please respond so that um we're not uh texting folks last minute and making sure we have quorum, so really appreciate the work of staff. Those were my updates. I just wonder as we talk about attendance. I just wanted to reflect that could uh the member uh Marion uh joined the group. I think we're on to the minutes, or did we skip that? We skipped it. Yes. So it's approval of the minutes. These were posted online. Um hopefully everyone had a chance to review them.
