Sacramento Community Police Review Commission Meeting - November 9, 2020
The Sacramento Community Police Review Commission met on November 9, 2020, via teleconference due to the COVID-19 pandemic. The meeting lasted from 6:01 p.m. to 9:09 p.m. Commissioners present included Graciella Castillo-Krings, Basim Elkarra, Eddie Escobar, Mariana Sabeniano, Kiran Savage-Sangwan, Renee Carter, and Chair Mario Guerrero. Absent were Richard Falcon, Michael Marion, Erandi Zamora, and Jay King. The commission approved consent items, supported a youth seat ordinance, adopted internal rules of procedure, and continued discussion on discipline recommendations.

Discussion Items
- Ordinance for Youth Seats: Councilmember Schenirer and Youth Commissioner Naomi Piper-Pell presented a proposal to add youth seats to city commissions, including the Police Review Commission. After discussion on recruitment, support, and mentorship, the commission voted unanimously (7-0, 4 absent) to support the ordinance.
- Internal Rules of Procedure: Co-chairs Castillo-Krings and Sabeniano presented the draft rules. Following extensive debate on communication protocols with city staff, the commission amended the language to clarify that commissioners are encouraged but not required to route requests through the OPSA director. The amended rules were adopted unanimously (7-0, 4 absent).
- Discipline and Accountability Recommendations: Vice Chair Carter presented the ad hoc committee’s 2020 proposed recommendations covering qualified immunity, decertification, hiring standards, zero-tolerance discipline, and an inspector general. Commissioners offered several clarifications and edits. The item was continued to the December 14, 2020 meeting to allow further review and a meeting with the Sacramento Police Department.

And I just got a text from uh go ahead, continue, please. Vice Chair Renee Carter. Vice Chair Renee Carter. Present. Sorry. Did you hear me? We heard you, Vice Chair Carter. Okay. And I had just gotten a message from uh Commissioner Savage Sangwan that she was having trouble uh signing in, but it looks like she's logging in now. So if we can call her name again, I'd appreciate it. And she we have her as present. Okay, perfect. So um Dawood, I'm just gonna say as a faculty member that uh has trouble pronouncing some names, uh I want to make sure we connect on that. There were a couple, but uh no hard feelings because I mispronounce names all the time. But um okay, so that being said, uh just uh disclosure uh public meetings are currently teleconference uh meetings only to align with local and federal guidelines and social distancing recommendations by uh for the containment of the coronavirus for staff uh commissioners and those logged into the meeting. Please remember to keep your microphones muted when you are not speaking. We will be monitoring the the raised hand feature or visually if you want to raise your hand in Zoom for Commissioner comments for members of the public that are tuning in. You are encouraged to submit public comments by using e-comment on the online agenda page. A dedicated phone line has also been established for public participation during the meeting related to specific agenda item or matters not on the agenda to give your public comment directly to the legislative body during the meeting. You you will need to call in before the item begins. When the item is being heard at the meeting, you will be placed into the meeting to make comments. If you would like to speak on subsequent items, you will need to hang up and call back after you speak on each item. You will have two minutes per item to address the legislative body and may speak on up to four items. I usually try to give you just a heads up before we jump into the next item to give you time to call in. So FYI. Um so let's move on to the consent calendar. Um believe that there are two items.
