Sacramento Community Police Review Commission Meeting - November 13, 2023
The Sacramento Community Police Review Commission met on Monday, November 13, 2023, from 6:00 PM to 6:46 PM at City Hall. The meeting was chaired by Graciela Castillo-Krings. Commissioners present included Bliss, Buenrostro, Carter Martinez, Griggs, Z. Johnson (arrived 6:01 PM), Salazar, and Sample (arrived 6:06 PM). Commissioners Carter and J. Johnson were absent. Police Department's Response to 2019 Recommendations (Item 3): Assistant City Manager Mario Lara presented the response. Of the 32 recommendations made in 2019, 18 were approved and implemented, 3 were approved and pending, 3 were partially implemented, 1 was pending further review, 4 were unable to implement, and 2 were denied. The chair and vice chair are working with SPD on a similar process for 2018 recommendations, aiming to produce a combined report to City Council with agreed items and disagreements. Commissioner Buenrostro requested a future presentation on the SPD mental health unit, citing staffing shortages (only two officers) and high need. Commissioner Bliss noted that 2020 and 2021 recommendations also included mental health crisis response and that the Department of Community Response is undergoing changes.

And Chair Castillo Kings. And I see Commissioner Z. Johnson just coming up to the dais. Thank you. Thank you. We have quorum. Great. I would like to remind members of the public and chambers that if you would like to speak on an agenda item, please turn in your speaker slip when the item begins to provide greater transparency and community participation. I ask the clerk to accept speaker slips until the final speaker has concluded their comments. For matters not on the agenda, members of the public will have five minutes. Actually, really quickly, and a um announcement for everybody. Um today is the final meeting for 2023. That is has been actually approved by city council as part of our calendar meetings. But we are trying to see it. So it has to. Okay. Um, so we're trying to see if we can meet again. We have we're expecting to meet in December. Then normally we have met in December to try to wrap up the rest of the year. So we'll see if we can actually add another meeting as a special meeting, but if not, um this will be the final meeting.
