Sacramento Community Police Review Commission Meeting - January 8, 2024
The Sacramento Community Police Review Commission met on Monday, January 8, 2024, at 5:30 PM in the City Hall Council Chamber. The meeting was called to order by Chair Castillo-Krings and adjourned at 8:22 PM. The timeline for MEU annual inspection begins May 1, 2024. Received and filed.
- Item 4 – Chair Update on Joint Workshop with City Council Regarding Audit of the Commission – No date set; city clerk is coordinating with the mayor’s office. Received and filed.
- Item 5 – Selection of Chair and Vice Chair for 2024 – Initially tabled due to eligibility questions. After legal clarification that the two-year term limit in City Code §2.40.170 applies to all members retroactively, the commission elected:
- Chair: Keyan Bliss (8 yes, 1 abstain [Commissioner Griggs])
- Vice Chair: Manuel Buenrostro (9 yes)
- Item 6 – Follow-Up Log and 2024 Work Plan – Motion passed (9 yes). - Item 7 – Update on Changes to MEU General Order (Armor Piercing Ammunition and Armored Vehicles) – Oral report. Lieutenant Shiraisha noted that draft policies are not shared with the commission before chief approval, except for MEU (due to Government Code). Commissioner Carter recommended revisiting this policy. Received and filed.
- Item 8 – Update on Creation of Policy Review Committee by SPD – Captain Buchanan presented the proposed Community Advisory Review Board for Police Policy. The board will include one commissioner, one alternate, the inspector general, four community members, and a subject matter expert. Commissioners requested at least two commission representatives, youth representation, and a timeline aligned with commission meetings. Received and filed.
- Item 9 – 2018-2019 Recommendations Updates – Commission Responses – Motion passed (9 yes) approving the commission’s responses to SPD’s written responses. These will be forwarded to the Policy, Planning, and Neighborhood Empowerment Committee (PPNE).
- Item 10 – SPD Response to Commission 2020 Recommendations – Assistant City Manager Lara corrected the title to 2020. Of 41 recommendations, 15 were approved and implemented, 2 approved and pending, 5 partial, 18 unable to implement, and 1 denied (discipline matrix). Commissioners flagged the discipline matrix and labor issues for further discussion. Received and filed.
- Item 11 – 2023 Commission Recommendations – Draft of 12 recommendations discussed, including a standalone Fourth Amendment policy, asset forfeiture policy, and modifications to uniform/weapons at community events. Commissioners provided direction for the chair and vice chair to finalize for approval at the February 2024 meeting.
- Item 12 – Discussion Topics for February 2024 Meeting Agenda – Commissioners proposed standing items: staff updates from SPD and OPSA, and a recurring segment highlighting positive police-community interactions (Commissioner Griggs). Received and filed.

We are here um Monday, January 8th, and we are now meeting to begin the Sacramento Community Police Review Commission. The meeting is now called to order. Will the clerk please call the roll and establish quorum? Thank you, Chair. Commissioner Sample. Present. Commissioner J. Johnson. Present. Commissioner Z Johnson. Is absent. Vice Chair Bliss. Here. Commissioner Carter Martinez is absent. Commissioner She's running behind. Thank you. She's uh currently absent. Uh Commissioner Buen Rustro. Present. Commissioner Griggs. Commissioner Carter. Present. Commissioner Salazar. And Chair Castillo Kringles. Here. Thank you. We have quorum. Fantastic. So I would like to remind members of the public and members of the public and chambers that if they'd like to speak on an agenda item, please turn in a speaker slip when the item begins. And also to provide greater transparency and participation for the commission's meeting. We will be allowing members of the public more time on different items for matters not on the agenda. They will have five minutes to speak once they are called upon. For matters listed on the agenda, they will have three minutes to speak once they're called upon. And um we are gonna be adjusting um our agenda to hear agenda items three and four first, which will are intended to be staff updates, and then we will also be able to listen to public comments matters not on the agenda and the agenda followed on the after the consent calendar, and then the discussion calendar before closing with commission ideas, questions, and comments. Remember, Commissioners, that is an opportunity for you to bring up any items that you wish to actually have it considered for the following agenda. So please that is gonna be your opportunity to bring up any uh any issues that we should be including in the subsequent meeting. So with that, we will now proceed with today's agenda. So we are beginning with the acknowledgment in honor of Sacramento's indigenous people and tribal lands to the original people of this land, the Nissan people, to the Southern Maidu, the Valley and Plains Mewak, the Patwin Winton peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the native people who come before us and still walk besides us today on these ancestral lands by choosing to gather together today an active practice of acknowledgement and appreciation for Sacramento's indigenous peoples' histories, contributions, and lives.
