The Sacramento Community Police Review Commission (SCPRC) held a regular meeting on March 9, 2026. The meeting was called to order at 5:33 PM in the City Hall Council Chamber. 2025 Annual Report and Proposed 2026 Work Plan: Chair Sample presented the report outlining accomplishments and five primary goals for the coming year. The report contains two key recommendations for City Council review: 1) providing dedicated staffing support to the commission, and 2) formalizing structured onboarding and ongoing training for commissioners. A motion by Commissioner Buenrostro, seconded by Commissioner Korbs, passed unanimously to approve the report and work plan, authorize the chair and vice chair to finalize it, and forward the finalized version to the Personnel & Public Employees (P&PE) Committee.

Proposed 2026 Work Plan Ad Hoc Committees: Commissioners discussed the structure of work plan committees. Chair Sample summarized the consensus to create focused ad hoc committees for the MEU forum, community engagement/events, and work plan tracking. It was clarified that the chair can create and modify ad hoc committees throughout the year.

Military Equipment Use (MEU) Schedule: The commission engaged in a broad discussion on outreach for the annual MEU Community Forum. A representative from the Sacramento County Sheriff's oversight commission attended by invitation, sharing their own commission's approach and noting they consider the City of Sacramento's process to be the gold standard for AB 481 compliance in the state. Commissioner Buenrostro suggested having the police department present at neighborhood association meetings to educate the public outside the official forum timeline. The Police Department representative confirmed the report and policy are on track for a beginning-of-June release, providing a comfortable window for hosting the community forum in July. The discussion was informational, with no formal action required.

Follow-Up Log: The commission reviewed the existing follow-up log, which contained items dating back to 2020. A motion by Commissioner Griggs, seconded by Vice Chair Johnson, passed unanimously to archive all current items and start a fresh, streamlined follow-up log for the 2026 cycle.

Thank you very much. We have a quorum. Um I would like to remind members of the public in chambers that you uh if you would like to speak on an agenda item, please turn in a speaker slip uh before the item begins.
