The City of Sacramento currently allows a maximum of 20 storefront cannabis dispensaries in the city.

2:19

In January, the council held a workshop to discuss allowing additional storefront dispensaries for people who are participating in the core program.

2:29

At that time, the council directed staff to prepare amendments to Title V, adding additional dispensary permits and amendments to Title 17 to the Del Paso Boulevard and Ardenway Special Planning District relating to cannabis businesses.

2:45

The amendments to Title V are currently being prepared for your review.

2:50

Amendments to the planning development code, Title 17 are ready and before you today for review.

2:57

One of the goals of the Del Paso Boulevard Ardenway Special Planning District is to promote an active retail district along those two major thoroughfares.

3:25

Staff recommends that the SPD be further limited to limit cannabis manufacturing distribution and delivery only businesses on these two streets as they are low-intensity non-retail uses that are not pedestrian or oriented and do not activate the street.

4:08

Also contains amendments to allow storefront dispensaries in the shopping center zone and requires the cannabis dispensaries proposed in plan unit developments.

Law and Legislation Committee Meeting Summary - May 19, 2020

The Law and Legislation Committee of the Sacramento City Council met via teleconference on May 19, 2020 at 1:04 PM due to the COVID-19 pandemic. The committee reviewed and approved the Law and Legislation Log on the consent calendar and discussed proposed amendments to the city code regarding cannabis uses. All votes were unanimous.

Consent Calendar

  • Approved the Law and Legislation Log (File ID: 2019-01565) by a motion (Hansen/Harris), with a 4-0 vote.

Discussion Items

  • Ordinance Amending Cannabis Use Regulations (File ID: 2020-00303): Staff presented amendments to sections 17.216.510, 17.228.920, 17.424.060, and 17.424.070 of the Sacramento City Code. The amendments would allow additional storefront cannabis dispensaries in the Shopping Center Zone and further restrict cannabis manufacturing, distribution, and delivery businesses in the Del Paso Boulevard/Arden Way Special Planning District to promote active retail. The Planning and Design Commission previously recommended approval. Committee member Harris moved to forward the ordinance to City Council, seconded by Chair Schenirer. The motion carried unanimously (4-0).

Key Outcomes

  • The committee approved the consent calendar and forwarded the cannabis code amendments to the City Council for final consideration. No public comments were received.
