recording all right are we good we are thank you all right thank you i want to call this meeting to the law and legislation committee to order uh madam clerk if you'd like to call the role to establish a quorum thank you council member harris here council member hanson here council member guerta here and chair shanir i am here thank you very much um let's go ahead quickly to the uh consent calendar any comments or questions about the consent calendar mr chair of uh i'll move the item and only one thing i wanted to ask staff if uh they could come back i know there is a b 15 and a couple other measures related to um eviction eviction protection programs and other uh support for uh uh uh renters during covet uh that seems to be uh moving quickly or need to move quickly before the february first expiration of a b 3088 so if we could get a a report back in january is law on ledge that would be helpful and with that i'll move the item great is there a second yeah it's second chair okay we have a motion and a second uh madam clerk call the poll and that second was by council member harris is that correct that's correct thank you and i have for the record i have no callers you for coming back uh you know we gave you some uh additional work last time around but i hear we have some positive results for that so why don't you bring us up to date and let me just ask Mindy do do we have any public comments on this I have no callers on item three okay uh miss treadwell if you'd like to bring us up to date on where we are yes so thank you so much chair uh as you said we continue this item from the December 1st lawn legislation committee um primarily because the haulers had requested a little more time to take a look at the code that we're bringing in from the Sacramento Regional Solid Waste Authority as a result of their dissolution in 2021 we were able to convene a meeting on December 4th with the haulers um and go through their written comments as well as the city's response we were able to come up with an agreement of items that require very minor changes we could handle in this version of the proposed code and um some bigger items that we're committed to coming back in 2021 to review and revise we have to come back in 2021 uh to take a look at this code not only from what the haulers are are asking for but because of SB 1383 the state organics laws we're going to have to expand and revise our code to meet those requirements for 2022 so we have two drivers to bring us back to take a look at it the main changes that the haulers wanted in the code were to pieces of SWAC that have been in existence for many years but as you take fresh eyes or look with anything with fresh eyes after 2022 years you see some changes that need to be made um they would have required a little bit more um uh reviews and research by our attorneys and we wish to have that time to do that um so we all agree that we would come back take a look at those and uh probably be bringing this back to the law and legislation committee um in a revised form uh late next year but to that end we do need to bring code into the city so that we can take on the role of regulating commercial waste calling and generation and we need to um hopefully if the committee agrees uh move this code to uh council we'll bring it to council in january uh so that we can have code in place by early march and can start uh executing the franchise agreements which we also have to bring through the council process in May and June great and with that happy to answer any questions okay Mr. Gera thank you uh Mr. Chair I just wanted to thank staff for doing the diligence and uh going back and meeting with everyone Aaron I do want to thank you specifically you uh have endured all the meetings over at uh um at the SWA and I've been trying to coordinate the the uh the the spaghetti of a mess we're trying to pull together here uh so I I do I do thank you for that here okay any other comments uh Steve I just want to add my thanks I I you will be greatly missed on this committee and on the council I know a lot of folks uh kind of gave their impressions last Tuesday night but uh I think your uh intelligence honestly and your ability to look at these issues with a fine really important really helpful to the city and a lot of policy within the city because of this so I look back at that and uh feel proud of working thank you I have one last item for the law and legislation log and that's that the committee uniform be an argyle sweater with a V neck in a brown collar forward um I hope because we can get that as I'm not sure you could get the vote on that button relatively quickly. Yeah I got it all right yeah I think it's a great look I'll I'll miss you also you know your what what you brought to the table here at Lawnlight was very substantial. You know I'm not dying so I'll see you guys and uh it's no I I'm gonna ask Aaron to make sure you have the date that that the garbage collection goes to the council come visit with us.
