Yeah, I um we've been hearing a lot of questions about receivership policies and how that works at the city.

So I was hoping we could bring back an item for discussion, just our current policy and maybe explore future direction and make sure the public understands how that works and our policy as a city.

We have one item on our discussion calendar today, and that is a presentation on the scope and timeline of the study of the cannabis industry and the city's cannabis business regulations.

First, before we start, I just want to say uh thank you to our staff uh working in the Office of Cannabis, um, both past and present.

Um it's a lot of work.

We had no model to base all of the work that we've uh done on.

I think we've done a pretty good job.

But for uh a couple of years now, we've been talking about kind of putting a hold on things and really stepping back and taking a comprehensive look at what we built over time, and we've kind of built it a one piece at a time, um, again, with no model really to follow.

Um I do think we've done uh really well.

I want to thank particularly Laney and Davina Smith and all of the folks again who are working in the Office of Cannabis management.

Um what we are doing today is we're gonna hear a scope of work from EPS, which is a consulting company that the city has contracted with to take that comprehensive look.

What we're not here today to expand the scope.

We're not here today to really question some of the some of the points that they're looking at.

Uh rather it is a point in time discussion about what we are doing so that this committee can start to think about uh what we do as a next step.

What I'd like to do, and we'll put up dates.

Uh I think it's we have a slide at some point, um, is hold once the the report is done, the consulting work is done, which should be around uh early December, we hope.

Um, we will hold three hearings, one at the end of January to the beginning weeks of February to break up the findings of the report and have uh what I hope will be thoughtful discussions in the committee around that.

We'll then come back a couple of weeks later, and my hope is we can put together a package of recommendations for the council to deliberate upon.

Um, I don't think that implementation will happen for everything at once.

We'll have some policy, I assume we'll have some policy changes, we'll have some ordinance changes, and potentially we could have things that impact the city charter as we look at uh our tax structure.

So that's kind of laying out uh where we're going.

Um let me at this point turn it over to Davina Smith.

I I had a question about what you just said.

So, you know, at one of our last meetings, we talked about the ownership piece and fast tracking that.

So in the timeline that you just laid out, are you making dispensation to to move that particular aspect forward more quickly?
