Measure U Community Advisory Committee Meeting - January 25, 2021

The Measure U Community Advisory Committee met via teleconference on Monday, January 25, 2021, at 6:00 p.m. to conduct business including the selection of officers for 2021, presentations from the City Auditor and The People's Budget Sacramento, development of FY2021/22 budget recommendations to City Council, and updates from ad hoc committees. The meeting also included a moment of remembrance for deceased member Dean Murakami, with the committee adjourning in his memory. Nine members were present, constituting a quorum.

Consent Calendar

  • Approval of Meeting Minutes (December 9, 2020): Approved unanimously via roll call vote (9-0).

Discussion Items

  • Selection of Chair and Vice Chair for Calendar Year 2021: Chair Lola Cofer and Vice Chair Kim Williams were re-elected by acclamation after self-nominations and a motion. The motion passed unanimously (9-0).
  • Presentation from the City Auditor (Jorge Oseguera): The City Auditor provided an overview of his office's work, including performance auditing, research, the whistleblower hotline, and the annual community survey. He noted that the office can incorporate custom questions from the committee into the 2021 survey. The committee discussed the status of the 39 recommendations from the Management Partners efficiency study, noting that none have been formally adopted by council. The presentation was received and filed.
  • Presentation from The People's Budget Sacramento (Bo Reynolds and Paul Andrews): The coalition presented survey results from over 2,700 respondents, showing strong public support for increased investment in human needs (housing, health care, food assistance) and reimagined community safety, with only 7% supporting increased law enforcement funding. The presenters acknowledged demographic gaps in the survey (overrepresentation of white, highly educated respondents) and requested the committee's help in distributing the survey to reach a more representative sample. Public comments included suggestions for partnering with nonprofit organizations and concerns about the lack of emphasis on business and economic development.
  • FY2021/22 Measure U Budget Priorities and Recommendations to City Council: The committee discussed the draft recommendations document, focusing on language precision (e.g., referring to "budget using Measure U funds" rather than "Measure U budget"), the need to prioritize specific recommendations from the Management Partners efficiency study, and the importance of youth investments. After debate, the committee voted to forward the recommendations to City Council for consideration, with final edits to be made by a subcommittee consisting of Chair Cofer, Member Dickinson, and Member Pray. The motion passed unanimously (9-0).
  • Agenda Log: The committee reviewed the published agenda log, added items for future meetings (including a library presentation and updates on Scale Up Sacramento), and approved the updated log unanimously (9-0).

Key Outcomes

  • Officers for 2021: Chair Lola Cofer and Vice Chair Kim Williams were re-elected.
  • Budget Recommendations: The committee finalized a motion to forward FY2021/22 budget priorities to City Council after editing by a three-member subcommittee. The motion passed 9-0.
  • Agenda Log: Approved with additions for future presentations.
  • Ad Hoc Committee Updates: Process & Efficiency (will continue to refine recommendations for council engagement); Budget Oversight & Transparency (gained new member Marbeya Sala; will report on mid-year budget at next meeting); Civic & Community Engagement (reported on participatory budgeting efforts, including an upcoming workshop with council on February 9, 2021).
  • Adjournment: The meeting adjourned in memory of Dean Murakami, a deceased member of the committee, with reflections from Chair Cofer and other members.

Public Comments & Testimony

  • Item 4 (People's Budget Presentation): Three callers spoke: Aaron Boyce (Florence Community Development Corporation) expressed concern about the lack of emphasis on business and economic development in the survey; Kim Stevens (Stevens Foundation) offered to help distribute future surveys through nonprofit networks; and Kula Koenig (People's Budget Sacramento) thanked the committee and urged them to help reach council members and county supervisors to broaden survey participation.
  • Item 5 (Budget Recommendations): One caller, Kim Stevens, emphasized the importance of investing in youth and families and offered to discuss recommendations further.
  • No public comments were made on Items 1, 2, 3, or 6, or on matters not on the agenda.
