- Item 1: City Auditor’s 2021 Community Survey (File ID: 2021-00834) – Presented by Jorge Oseguera. The survey included 785 respondents with a 95% confidence level and ±4% margin of error. Key findings: 50% of respondents were not familiar with Measure U; over 90% supported using Measure U funds for community-based mental health and wellness, while 65% supported funds for essential public safety services for police. Committee members discussed low response rates, demographic overrepresentation of white non-Hispanic respondents (57% vs. ~33% in census), and the need for better outreach to underrepresented groups.
- Item 2: Overview of FY2021/22 Realignment of Measure U Expenditures (File ID: 2021-00885) – Dawn Holm reported that $60.5 million in Measure U funding was removed from fire and police budgets and redirected to affordable housing, arts, climate action, community investment, community response, homelessness, inclusive economic development, the Sacramento Public Library, and youth programs. General fund resources freed up were redirected to public safety. Committee members expressed appreciation for the program-based realignment.
- Item 3: Participatory Budgeting Pilot Program Development Update (File ID: 2021-00887) – The ad hoc committee reported that applications for an evaluation contractor are being reviewed, the implementation partner contract is expected by end of August, and standing meetings will begin September 1st (second Thursdays). Emphasis was placed on outreach to disadvantaged communities.
- Ad Hoc Committee Updates:
- Community Communication Ad Hoc: Reported interest in developing communication templates for committee members and requiring Measure U funding recipients to acknowledge funding on materials. Requested additional members.
- Research on Universal Basic Income (UBI) Ad Hoc: Investigating UBI programs (United Way, Oakland, former Mayor Tubbs) and planning a speaker panel for October 2021. Requested additional members.
- 2021 Annual Report Ad Hoc: No report; needs members.
- Investment Committee Report: Members Perez and Pray highlighted workforce development working group recommendations and a revised job growth and employment incentive strategy. A presentation to the City Council was scheduled for August 17, 2021.
- City Manager’s Office Report: Noted that the workforce development framework would be presented to the City Council on August 17.
- Committee Member Comments: Chair Cofer recognized departing youth member Devon Thomas, who is leaving for graduate school at the University of Washington. The youth seat and a mayor-appointed seat are open for applications.
- Item 4: Measure U Community Advisory Committee Agenda Log (File ID: 2021-00889) – Discussion about prioritizing future agenda items, including requests for a UBI presentation. A motion to add the UBI presentation to the October 2021 agenda passed unanimously (Members Creswell and Sala absent).
- Item 5: Updates to Ad Hoc Committees and Membership Composition (File ID: 2021-00890) – Members Lujan volunteered for the Community Communication Ad Hoc, and Goris volunteered for the Annual Report Ad Hoc. A motion to add them passed unanimously.

Are we ready to go? Yes, Chair Staff is ready. Okay. Good evening. Before we begin, we want to start with a land acknowledgement. The history of the Sacramento area and the people is rich in heritage, culture, and tradition. And this area was and still is the tribal land of the Nishanon people. Sacramento was a gathering place of many local tribes who have lived throughout the Central Valley and the foothills for generations and were the original stewards of this land. We'd like to acknowledge the Southern Maidu people to the north, the Valley and Plains Miwok people to the south of the American River. And we'd also like to honor the Patwin Wyntu people to the west of the Sacramento River. We acknowledge that we are standing on the tribal lands of Sacramento's Indigenous people. And now I'd like to welcome you to the Measure U Community Advisory Committee. The committee powers and duties by resolution are to provide recommendations through the publication of an annual report that will be available on the city's website and presented to the Sacramento City Council, which will include a review of the transactions use and tax revenues, recommendations on how to allocate resources to support inclusive economic development, recommendations should be informed by committee review and discussion of the revenues from the transactions and use tax and information concerning city expenditures, advice to council on priorities, and a review of performance measures and evaluation of city expenditures. And we're also directed to work with city staff on community engagement with respect to the transactions and use tax. This meeting this evening is taking place via Zoom. Members of the public wishing to make a comment can first locate the meeting agenda and zoom link on the city's upcoming meetings website for the meeting that you wish to make a public comment and then log into the meeting either by clicking on the Zoom webinar link or dialing the Zoom phone number and entering the webinar ID.
