We begin our meeting tonight with our land acknowledgement.

The history of the Sacramento area and its people is rich in heritage, culture, and tradition.

This area was and still is the tribal land of the Nishanon people.

Sacramento was a gathering place for many local tribes who have lived throughout the Central Valley and the Foothills for generations and were the original stewards of this land.

We would like to acknowledge the Southern Maidu people to the north, the Valley and Plains Miwok peoples to the south of the American River.

And we would also like to honor the Patwin Wintu people to the west of the Sacramento River.

We acknowledge that we are standing on the tribal lands of Sacramento's Indigenous people.

Again, welcome to the meeting of the Measure U Community Advisory Committee.

As a reminder, the committee powers and duties by resolution are as follows to provide recommendations through the publication of an annual report that will be available on the city's website and presented to the Sacramento City Council, which includes a review of the transactions and use tax revenues, recommendations on how to allocate resources to support inclusive economic development, and recommendations are informed by committee review and discussion of the revenues from the transactions and use tax and information concerning city expenditures, advice to council on priorities, and a review of performance measures and evaluation of city expenditures, and uh lastly to work with city staff on community engagement with respect to the transactions and use tax.

With that said, we are going to proceed to the first item on our agenda this evening for our discussion calendar, which is the participatory budgeting playbook development key elements.

And I am passing this over to Ash, but I believe one of our members may be presenting.

Hi, uh I'm gonna uh call on other members of our ad hoc PV committee as well.

Um we have been meeting um pretty much weekly to um really dig into the process of um designing and kind of moving towards launch of the pilot participatory budget process in our city.

And the first step is to really do some thinking about how the process is designed.

And that this is the first stage, it kind of sets the course for the rest to follow around brainstorming ideas and developing proposals and engaging community and soliciting votes, funding proposals and evaluating the process.

So our committee's been working on a couple of things.

One is to really gather some upfront data, if you will.

We have been trying to interview key city staff to really assess what our existing community engagement efforts that are that currently are going on.

How do we make sure that we utilize information at the city that's going to inform the design of the process?
