Measure U Community Advisory Committee Regular Meeting – June 20, 2022

The Measure U Community Advisory Committee met via teleconference on Monday, June 20, 2022, at 6:05 p.m. (adjourned at 8:40 p.m.) to approve routine items, receive two major reports on youth development and participatory budgeting, and discuss proposed city code changes affecting committee operations.

Consent Calendar

Discussion Items

5. Citywide Youth Development Brief [Oral Report]

Presented by Lindee Lane (Youth Development Policy Manager) along with representatives from the Sacramento Police Department, Sacramento Public Library, Department of Youth, Parks & Community Enrichment, and Sacramento Fire Department.

The "Big Three" interdepartmental collaboration highlighted youth program performance across the city. Key statistics included:

  • Sacramento Youth Development Plan Fund (SYDP): 16 grantee agencies served over 2,800 vulnerable youth with more than 70,000 program hours (July–December 2021).
  • Sac Youth Works: 219 youth, ages 14–19, received 8,700+ hours of paid work-based learning.
  • Youth Pop-Up Program: 3,000 first-time participants attended over 240 events citywide.
  • Sacramento Public Library: 15,000 meals served through the Lunch at the Library program; 8,500 books distributed via Book First.
  • Youth Division (YPCE): Served 4,900 youth under 12 (over 2.6 million program hours) and 1,760 youth 13+ (over 361,000 program hours).
  • Fire Department Youth Academy: 25 cadets completed the nine-month program; 20 part-time paid EMS internships planned.
  • Police Youth Programs: Magnet academies achieved a 100% graduation rate for three consecutive years; Police Activities League (PAL) girls rugby won national championships.
  • Youth Development Institute (YDI): 60 practitioners trained since August 2021; capacity to be expanded to 40 participants per cohort.

  • 550 ideas were submitted; after removing 49 duplicates, 501 unique ideas were analyzed.
  • Top categories: traffic safety, park amenities, road maintenance (south area); park amenities, places/spaces, housing/unhoused, youth programming (north area).
  • Demographics of 508 participants: median age 52; majority lived in the focus areas; household income largely under $50,000; racial/ethnic breakdown provided.
  • Proposal delegates (46 confirmed) will vet ideas and develop ballot proposals for north and south areas.
  • The voting period was extended to September 1–October 1, 2022 (from originally August 1–31) to allow more time for outreach and youth engagement.

Public Comment: Barry Boyd asked for clearer category definitions and requested demographic breakdowns by geography. He supported the timeline extension provided robust outreach is conducted. Staff noted categories were created after idea submission for internal grouping.

Committee Member Comments – Ideas and Questions

  • Chair Cofer shared a draft proposal to revise City Code Chapter 2.40, which would ban standing and ad hoc committees, limit chairs to one consecutive term, and impose other administrative changes. She expressed concerns about the impact on the committee’s ability to operate and work closely. Members Cresswell, Dickinson, Williams, and Kivel echoed concerns and supported writing a letter requesting a briefing before any council action.
  • Member Mora proposed replacing the expired Community Communication Ad Hoc with a Marketing and Branding Ad Hoc, focusing on promoting Measure U-funded programs.
