The Measure U Community Advisory Committee met on Monday, October 17, 2022, from 6:05 p.m. to 8:02 p.m. via teleconference. The meeting was called to order by Chair Flojaune Cofer with a quorum present. The agenda included approval of the consent calendar, an update on city code for boards and commissions, and an update on the Participatory Budgeting Pilot Program, along with ad hoc committee reports and public comments.

- Approval of Minutes: Approved the September 19, 2022 meeting minutes. (Motion by Member Sala, second by Member Goris, passed unanimously with 8 yes votes, 5 absent.)

Public Comments & Testimony
- Lambert Davis (multiple items): Expressed support for the City Clerk’s Brown Act presentation, but raised concerns about the Participatory Budgeting outreach in District 2, stating that outreach was canceled and that the process excluded long-time residents. He argued that the pilot should not be called a pilot and that business improvement districts should have guided the process.
- Barry Boyd (on Participatory Budgeting): Stated that Southeast proposal delegates were not involved in assembling the voting ballot and that remuneration was promised but not yet received. He also expressed concern about reimbursement grants, noting they may disadvantage smaller groups.

- Participatory Budgeting Pilot Program Implementation Update: Michael Kusak announced that voting for the north and south focus areas had commenced and would run through October 31. Six community-based organizations are conducting outreach. Committee members discussed the need for equitable delegate representation, with Member Sala noting that the Gardenland area had only one delegate and that resulting project ideas did not reflect that community. Public commenters echoed these concerns. Staff presented criteria for selecting a review panel to choose implementing organizations (preference for residents of focus areas, limited civic engagement experience, and proportional north/south balance). - Investment Committee Report: Member Perez reported on a city analysis of the Creative Economy Recovery Grant, highlighting disparities in funding by race, disability, and gender. The report was shared with the city’s Racial Equity Ad Hoc.
- City Manager’s Office Report: The second round of the City of Festivals grant program is open through October 31; total funding is $750,000, divided by council district, with reimbursement grants.
- Committee Member Comments: Several members announced they will not seek reappointment (Chair Cofer, Vice Chair Williams, Member Perez). Others expressed interest in continuing. The committee acknowledged the upcoming transition and planned a celebration in early 2023.
