Measure U Community Advisory Committee Meeting - June 19, 2023
The Measure U Community Advisory Committee met on Monday, June 19, 2023, at 6:00 PM at City Hall Complex, 915 I Street, Sacramento, CA. Chair Marjorie Dickinson presided. Eight members were present (Rueb, Sala, Goris, Riviera, Byrd, Paschal, Diaz, Dickinson); Members Macias and Cooney were absent; Member Wolf arrived at 7:00 PM. The meeting included a land acknowledgement, Pledge of Allegiance, and a Juneteenth reflection. The committee took action on several items, including establishing a new subcommittee and continuing discussion on the annual report and workplan.
Consent Calendar
- Approval of Meeting Minutes (May 15 and May 22, 2023): Passed unanimously (8 yes, 0 no, 3 absent) via a single motion by Member Goris, seconded by Member Paschal.
- Agenda Log Update: Passed unanimously as part of the same consent calendar motion.
Discussion Items
- FY 2021/22 Annual Report (Item 3): The committee discussed the report, which is required under the establishing resolution and reviews the fiscal year ending June 30, 2022. Members noted that the report is two years behind due to late receipt of materials. Member Sala suggested that the newly formed Budget and Policy Development Subcommittee handle the drafting. The item was continued to the first meeting of the subcommittee. Motion by Member Diaz, seconded by Member Sala; passed 8-0-3.
- Establishment of a Budget and Policy Development Subcommittee (Item 4): The committee established a subcommittee with scope and purpose as defined by the Personnel and Public Employees Committee (PPE). The subcommittee will have an anticipated monthly meeting schedule, and membership was appointed by Chair Dickinson: Members Goris, Sala, Diaz, Paschal, Byrd, and Rueb (six members, with one floating position). The duration was left open pending clarification; the motion specified that the subcommittee will operate until the full committee votes to disband. Motion by Member Sala, seconded by Member Diaz; passed 8-0-3.
- 2023 Annual Workplan and Calendar (Item 5): The committee reviewed a draft workplan template and discussed priorities including the annual report, mid-year budget recommendations for FY 2023/24, FY 2024/25 budget recommendations, participatory budgeting workshop prep, and audit outcome focus groups. Members suggested a quarterly format for flexibility. The item was continued to the next regular meeting for further development. Motion by Member Diaz, seconded by Member Goris; passed 9-0-2 (with Member Wolf present).
Committee Comments & Ideas
- Member Sala expressed frustration that the committee's budget recommendations were not acknowledged in the city council staff report, feeling the committee's work was dismissed. She thanked Chair Dickinson and Member Paschal for advocating at the Budget and Audit Committee and city council meetings.
- Member Wolf arrived late and asked about subcommittee membership; he was appointed to the subcommittee by Chair Dickinson, filling the floating position.
- Chair Dickinson announced opportunities for committee representation on two external bodies: the Housing Policy Working Group (meets third Thursday, 3:00-4:30 PM) and the Inclusive Economic and Community Development Investment Committee (meets first Monday of the month, every other month). Member Byrd expressed interest in the housing group; Member Wolf volunteered for the economic development committee. Chair Dickinson will make official appointments.

I would like to remind members of the public in chambers that if you would like to speak on an agenda item, please turn a s in a speaker slip when the item begins. For members of the public who wish to join virtually, please refer to the agenda for the Zoom leak link. Once you have joined the meeting and wish to speak, raise your hand to provide public comment when the chair confirms the public comment speaking period for your for your desired item. Please rise for the opening opening acknowledgments in honor of Sacramento's indigenous people and tribal lands. To the original people of this land, the Nissanon people, the Southern Maydu Valley, the Valley and Plains Miwok, Patwin Winton peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us on these ancestral lands by choosing to gather together today in the act of practice of acknowledgement and appreciation for Sacramento's indigenous people's history, contributions, and lives. Thank you. Please remain standing for the Pledge of Allegiance. And to the Republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thank you.
