Measure U Community Advisory Committee Meeting - November 27, 2023
The Measure U Community Advisory Committee met on Monday, November 27, 2023, at 6:03 p.m. at Sacramento City Hall. The committee considered approval of minutes, an agenda log, the 2024 Annual Workplan and Calendar, and received an update on the Participatory Budgeting Pilot Program. Members also discussed an upcoming presentation to the City Council’s Budget and Audit Committee and said farewell to Vice Chair Duke Cooney, who is relocating outside Sacramento.

- Item 3: Approval of the 2024 Annual Workplan and Calendar (Continued from 10/16/2023) – Vice Chair Cooney presented the draft workplan, noting minor date changes and the addition of requests for presentations from the Department of Community Response (DCR) in January and the Office of Innovation and Economic Development’s community engagement team in March. Member Diaz expressed support, stating it would be an effective use of time for oversight of the $130+ million Measure U budget. Members discussed the workplan’s flexibility, the need for subcommittee meetings, and the timing of the Personnel and Public Employees Committee’s (PNPE) approval in January. The motion passed unanimously (9-0).
- Item 4: Update on Participatory Budgeting (PB) Pilot Program Project Implementation Grants and City Council Presentation Plan – Ash Roughani, Special Projects Manager, reported that of the 17 awarded grants (11 in the north area, 6 in the south area), 12 contracts have been executed, 1 project (a one-day homeless services event at Sac State) is complete, 8 are in progress, and 8 have not yet started. Five contracts remain pending due to organizational capacity or scope adjustments; no formal deadline exists for spending. Members discussed the need for a presentation tool and highlighted the importance of the upcoming Budget and Audit Committee meeting on December 5 (next Tuesday). Member Sala stressed the importance of showcasing project successes to advocate for continued funding. Seven members volunteered to prepare a presentation: Byrd, Paschal, Diaz, Sala, Macias, Wolf, and Chair Dickinson.

- Vice Chair Transition: Vice Chair Duke Cooney announced his departure due to relocation. Chair Dickinson acknowledged his service. The next meeting will include an election for chair and vice chair (terms are limited to two calendar years).
- Subcommittee Formation: The 2024 calendar includes a subcommittee, but appointments were deferred to avoid Brown Act issues. The chair will appoint subcommittee members at a future meeting.
- Vacancies: There are three vacant seats on the committee (a youth seat, a mental health professional seat, and a District 6 council seat). Applications for the youth seat are open through December 31, 2023.
