Public Hearings

Item 8 – Housing and Dangerous Buildings Case Fees (Special Assessment) Councilmember Caity Maple opened the public hearing. Staff reported an amended total of 165 properties with $164,719.09 in unpaid fees. Three properties (line items 72, 87, and 88) were removed from the list. One speaker, James Tan, did not address this item but spoke later during public comments. The public hearing was closed, and the council adopted the resolution (amended) unanimously with two absent.

Item 9 – Code Compliance Case Fees and Penalties (Special Assessment) Councilmember Maple opened the public hearing. Staff reported an amended total of 374 properties with $880,057.80 in unpaid fees and penalties. Thirteen properties were removed (line numbers 19, 20, 88, 90, 153, 154, 163–166, 176, 251, 364, 365, 474, 536, 572, 573, 612, and 690). No public speakers. The hearing was closed, and the resolution was adopted unanimously with two absent.

Public Comments – Matters Not on the Agenda

• James Tan spoke about a property issue at 81 La Fresa Court, involving a leak and a notice from code enforcement officer William Lee. He claimed the notice had incorrect address and parcel number. The City Director was asked to speak with him further.
• Lambert Davis criticized the city clerk’s meeting procedures, called for reprimand of absent Councilmember Pluckebaum, praised Councilmember Maple for attending while pregnant, and complimented the city manager and city council for balancing the budget without layoffs, citing an article in Inside Sacramento magazine.

Council Comments & Adjournments

• Mayor Pro Tem Eric Guerra (arrived after roll call) offered an adjournment in memory of Greg Rusevan, a longtime Colonial Heights resident and neighborhood leader who coached softball, helped form the Colonial Heights Neighborhood Association, and was involved in crime prevention through environmental design. He was survived by his wife Linda Berlin. The council observed the adjournment.
• Mayor Kevin McCarty offered an adjournment in memory of Joaquin Ross, a 53-year-old Oak Park resident who worked on many political campaigns and passed away ten days earlier. The council observed the adjournment.
