Personnel and Public Employees Committee Meeting – June 13, 2017
The Personnel and Public Employees Committee of the Sacramento City Council met on Tuesday, June 13, 2017, at 1:36 p.m. in the City Hall Council Chamber. The committee conducted interviews for several advisory bodies, made appointments to the Animal Care Services Citizens Advisory Committee and the Hearing Examiners panel, and discussed efforts to improve board diversity. The meeting adjourned at 2:09 p.m.

Discussion Items
Item 2: Interviews for the Animal Care Services Citizens Advisory Committee
- The committee interviewed two applicants: Kelly Tiberini (volunteer at Front Street Animal Shelter) and Kenn Altine (CEO of Sacramento SPCA). A third applicant, Hilda Jimenez (a veterinarian), could not attend but was discussed due to an open veterinary seat. Staff noted the board had three vacancies and had canceled recent meetings due to lack of a quorum.
- Action: A motion was made and seconded to appoint Kelly Tiberini to Seat C and Kenn Altine to Seat D, and to forward Hilda Jimenez’s application for the open veterinary seat. The motion passed unanimously (4-0).
Item 3: Interviews for the City County Bicycle Advisory Committee
- Seven applicants were interviewed: Brian Baker, Cheryl Lair, Christine Bowman, Drew Carlson (Clinton Beers was listed but not present), Luis Marante, Madeline Michael, and Nardos Germain. The committee noted a strong applicant pool.
- Action: Nominations were continued to the next meeting for further discussion.
Item 4: Interviews for the Sacramento Disabilities Advisory Commission
- The item was continued to the July 13, 2017, meeting because both applicants were attending a required state disabilities advisory meeting. The committee unanimously approved the continuance.
Item 5: Nominations to the Non-Advisory Board, Hearing Examiners
- The committee reviewed applications for two open seats (F and G). Councilmember Ashby nominated Jarol Krause (an attorney experienced in disability decisions) for Seat F, and Councilmember Hansen nominated Richard Shafer for Seat G. Both nominations were approved unanimously (4-0).
Committee Comments
- Councilmember Steve Hansen directed the City Attorney’s office to provide formation documents for the City County Bicycle Advisory Committee, exploring the possibility of disbanding and reforming it as a city-only committee to better focus on city projects.
- Councilmember Angelique Ashby requested a legal report on what demographic information (e.g., gender, district residency) can be collected and disclosed about existing board members, in order to improve diversity across boards and commissions. The City Attorney’s office and the City Clerk were asked to report back on how to include such data in future staff reports.

Before we start with item two, there is a change to the agenda that we're going to continue item four, which is the interviews for the Sacramento Disabilities Advisory Commission. Both of our candidates are have been invited and are participating in a capital disabilities event up at the down the street here. And we have a couple other candidates for interview as well. So I've spoken with Neil, and with your permission, sir, we'll continue this to the next meeting. And Neil shows us he has no problem uh getting a quorum. You're good with the quorum? Yes. Okay.
