The Personnel and Public Employees Committee met on Tuesday, September 12, 2017, at 1:30 p.m. in City Hall Council Chamber. The meeting was called to order at 1:34 p.m. and adjourned at 1:57 p.m. Chair Larry Carr was absent; Vice-Chair Steve Hansen presided, joined by Councilmembers Angelique Ashby and Allen Warren. The committee conducted interviews, discussed nominations, and made appointments to several city commissions.
Consent Calendar
- Item 01: The committee approved the meeting minutes from August 8, 2017. Motion by Councilmember Warren, second by Councilmember Ashby. Passed unanimously (3-0, with Carr absent).

- On Item 03 (Parks and Recreation Commission): Mr. Gonzalez, a candidate for the seat, addressed the committee. He thanked staff for the thorough staff report, acknowledged the strong pool of candidates, and expressed confidence in the committee's decision.

- Item 02: Interviews for the Ann Land and Bertha Henschel Memorial Funds Commission – The committee interviewed seven of nine candidates for Seat B (a member representing the general public); two candidates (Mr. Bradford and Ms. Rosange) were absent due to illness but remained interested. Candidates who appeared: Barbara Steinberg, Caitlin Maple (did not appear), Lori MacIntosh, Ronna Kahn, Roxen Feidler, Reuben Mejia, and Sarah Crasen. Each delivered a two-minute statement regarding their qualifications and interest. The committee did not pose questions. Staff confirmed no immediate need to fill the seat for quorum. The item was continued to the next meeting for deliberation and nomination.
- Item 03: Nominations to the Parks and Recreation Commission – The committee discussed filling Seat J (public at large). Seventeen candidates had applied, with interviews conducted in August. Councilmember Ashby highlighted two standouts: Anna Cortez (local trails/open space experience, District 1 resident) and Jason Law (international perspective, strong city commitment). Councilmember Warren seconded the nomination of Jason Law. Vice-Chair Hansen supported the selection and requested that the outgoing commissioner, Mr. O'Toole, receive formal recognition at the end of his term. Motion passed unanimously to nominate Jason Law to Seat J.
- Item 04: Nominations to the Utilities Rate Advisory Commission – The committee considered three vacant seats (B, D, F) with six applicants. Staff recommended reappointing incumbents Timothy Horner (Seat B) and Andrew Day (Seat D), citing their valuable service. For Seat F, candidates included Mr. Orta, Mr. Garcia, and two applicants (Rachel and Vanderwerf) who did not attend the interview. After discussion, the committee voted to reappoint Horner to Seat B and Day to Seat D, and to continue the selection for Seat F to the next meeting to allow further interviews with the remaining candidates. Motion passed unanimously.

Hi everybody, we're just waiting for a form right now. So pretty much. So thank you for your patients. Good afternoon. I'd like to call this personnel and public employees committee to order. Clerk, will you please call the role? Certainly. Member Warren? Member Ashby? Here. Member Carr. And Vice Chair Hanson. Present. Okay, we have a quorum. If you are here today to speak to the committee but are not interviewing, um, please complete a speaker slip from the back and turn into the assistant clerk. If you need an assisted listening or speaking device, you would also see this assistant clerk. And now is the time to turn your phones or other devices to silent. And if you do come up to interview, uh, we'll have you step to the side and take a photo with the clerk on your right. All right, uh, Madam Clerk, first item. Our first item is a consent calendar, which is the meeting uh minutes from last meeting. Okay, we have a motion by Councilmember Warren, a second by Councilmember Ashby. All in favor, say aye. Aye. Opposed, abstain, unanimous motion. Our next item, item two is the interviews for the Ann Land Bertha Henschel Memorial Fund Commission. We have nine candidates for one position. We do know that Mr. Bradford and Ms. Rosange are unable to attend today. Um both are still expressing interest, they were ill and unable to attend. So we're gonna call everyone up, and if you'll come up to the podium and you'll have two minutes to answer the questions on the screen behind me, and then as Vice Chair Hansen said, you'll step to your right, and Katia will take your picture. So with that, our first is Barbara Steinberg. Okay. Caitlin Maple. I don't see Katie either. Yeah. Lori MacIntosh. Welcome, Miss MacIntosh. Good afternoon, Councilmember Ashby Warren and Hanson and Miss Clock Johnson. Thank you for giving me this opportunity to speak with you today. I am interested in serving on this commission because, like many Sacramentans, I'm very concerned about this homeless crisis that we are facing. And like many people, I've I've been struggling. How can I be of help? How could I make a difference? And so when this opportunity arose, I thought, aha, this is it, because I have 20 plus years of experience in the nonprofit sector. And in describing my knowledge and experience, I started my career as a journalist, and then uh because of my volunteer work in nonprofit organizations, I transitioned by going back to school and getting my graduate degree in social work since that time. It doesn't matter what job I applied for, if they found out that I could write, I was either writing grants or reviewing grants. So I've been doing that for 20 plus years. And in that time, I developed the ability to suss out programs that really have legs, could actually work and are sustainable or not. And also I've been able to suss out when an executive director andor board may or may not have uh the skill set needed for the program for which they are applying.
