The Personnel and Public Employees Committee of the Sacramento City Council met on November 14, 2017, at 1:35 p.m. in the City Hall Council Chamber. Chair Larry Carr presided, with Vice-Chair Steve Hansen and Member Angelique Ashby present; Member Allen Warren was absent. The committee conducted interviews for multiple boards and commissions, made several nominations, and forwarded recommendations to the Mayor. The meeting adjourned at 2:26 p.m.

- Minutes Approval: The committee unanimously approved the meeting minutes for September 12, 2017, and October 30, 2017. Motion by Angelique Ashby, seconded by Steve Hansen. All present members voted yes.

Interviews for the Civil Service Board: The committee interviewed Ed Perez, a 20-year Sacramento resident and labor relations specialist with the State of California Department of Water Resources. Another applicant, Shirley Ogata, was unable to attend but remained interested. The committee voted to nominate Ed Perez to Seat E (a citizen with no connection to city government).

Interviews for the Natomas Basin Conservancy Board of Directors: The committee interviewed David Christophel, the sole applicant for Seat E. Christophel is a wildlife biologist and environmental consultant with deep local ties. Members praised his 22 meetings with zero absences. He was unanimously nominated for another term.

Interviews for the Sacramento Housing and Redevelopment Commission: The committee interviewed multiple applicants for three seats on the commission. Among them, incumbent chair Kathy Creswell expressed her interest in continuing to serve, highlighting her career in housing and community development. Other applicants included Andrew Whittle, Charles Malmsten, Jane Mantey, Gillian Davey, Richard Saunders, Samuel Starks, Tyffanie Wedding, Tyler Hickey, and Wanda Leyes. Some applicants were absent. No nominations were made at this meeting; the committee planned to continue nominations at the next meeting.

Nominations to the Ann Land and Bertha Henschel Memorial Funds Commission: The committee reviewed applications and unanimously nominated Caitlin Maple to Seat B (representing the general public).

Nominations to the Sacramento Ethics Commission: The committee discussed 39 applicants. After deliberation, the committee agreed on five nominees: Mary-Beth Moylan (Seat A), Deanna Adams (Seat B), Emelyn Rodriguez (Seat C), Linda Ng (Seat D), and Susan Underwood (Seat E). The motion passed unanimously.

Good afternoon, everybody. Uh I'm uh Councilmember Hanson, the vice chair of the committee, and I just want to make a quick announcement that our chair, Mr. Carter's gonna be a few minutes late, but we need him for a quorum. So we'll probably start about one thirty-five. Um, and then we'll go from there. Okay. So we'll be back with you shortly. Okay, so as you can see, we've picked up one. We're still missing one now. Councilmember Hanson will be back in the next couple of minutes, and I think we're still on track to start at one thirty-five. Thank you for being patient with us. Member Hansen. Member Warren. Chair Carr. Here. We do have a quorum for the November 14th. Personnel and Public Employees Committee. All in favor, please say aye. Aye. Those opposed, no abstentions. Item carries. We'll move to the discussion calendar. First item on the discussion calendar or interviews for the Civil Service Board. CE. And there were some technical issues with one of the applicants. Edwin Perez's application on page eleven of twenty-one of your packet. We'll move to interviews. First off, uh Councilmember Carr, Councilmember Hanson, and Councilmember Ashby, thank you for the opportunity to come before you for this appointment for the Civil Service Board. My name is Ed Perez, and I'm a 20-year resident of Sacramento, uh transplant from the San Francisco Bay Area, and also a proud resident of District One. Uh might add, well represented on the city council. And in the 20 years I've been a resident of Sacramento, I've seen a tremendous amount of positive change in the city. And participating in one of the um uh boards is is one avenue for me to do so. The uh in terms of um my experience of qualification, the uh civil service board is an appellate body, so it's very important that it has members that um are objective. And um, in my case, uh I've been a uh 20-year human resource and labor relations professional. I currently work for the State of California Department of Water Resources as a labor relations specialist, and in that function, um I'm very intimately familiar with uh civil service process, the discipline process, um responding to grievances and complaints, and um also in terms of uh reviewing um uh performance management issues. So I've got um uh the experience necessary and the objectivity necessary to uh serve the board well, and um more importantly, I've been successful in working cooperatively with a lot of organizations that I've worked with before. Uh so with that I would be honored to be recommended for appointment to the board. Thank you. Thank you. Any questions from members?
