The Personnel and Public Employees Committee held a special meeting on February 13, 2018, at 1:30 p.m. in the City Hall Council Chamber. Chair Larry Carr presided, joined by Vice Chair Steve Hansen and Councilmember Angelique Ashby; Councilmember Allen Warren was absent. The meeting lasted approximately 11 minutes and focused on nominations to two city commissions.

Discussion Items
- Ann Land and Bertha Henschel Memorial Funds Commission (Seats E and H) – Staff reported that three of nine applicants interviewed for the two open seats. Both incumbents were eligible but did not reapply. After discussion, Chair Carr expressed support for Laurie MacIntosh, citing her work with the Tree Foundation. Committee members noted that many strong candidates had not been available for interviews. Vice Chair Hansen suggested allowing non-interviewed candidates another opportunity to participate. The committee voted to nominate Laurie MacIntosh to Seat E and directed the City Clerk to reopen the application period for Seat H, inviting previous applicants to interview at the March committee meeting.
- Sacramento Metropolitan Arts Commission (Seats D and E) – Eleven of 22 applicants interviewed for two seats. Both incumbents, L. Steven Winlock and Louis Vismara, reapplied. Vismara was unable to attend but reaffirmed his interest. The committee heard from staff that both incumbents have been active and committed, particularly in arts education. Councilmember Ashby expressed reluctance to pass over strong candidates, noting that the city’s five appointed seats on the commission include only one woman. She requested that the committee consider gender diversity and the county’s appointee makeup in future appointments. The committee voted to nominate Winlock to Seat D and Vismara to Seat E. Staff indicated that a recent resignation (David Spawn) would create a vacancy soon, and they intend to bring the current applicant pool back for consideration.

If you're here today to speak before the committee, and you're not, and we don't have any interviews, you'll need to felt a speaker slip in the back, and you can see the assisted clerk for an assisted listening or speaking device. Hey, our first item is the Ann Land Bertha Henshell Memorial Fund Commission. So we did um interviews, the most recent interviews in January. Three candidates interviewed out of a total of nine for two positions. Both incumbents were eligible for reappointment, but did not reapply. Yeah, but Miss Macintosh actually called me yesterday just to reaffirm her interest. So she's one that I would definitely support. And I'm trying to Lori Macintosh. Yeah, Lori Lori's phenomenal. She actually is working with the tree foundation on the Hanami line, and so I've gotten to know her through that. I could accept Miss Macintosh. And then I think it was Mr. Kaufman. I don't have my computer in front of me. Can I see the picture now first? Oh, he didn't interview. I am I'm willing to second that motion, yes. Okay. Sure, and just make that appointment to seat E. Okay. Yeah, except uh I just want to clarify. Well, never mind. That was in my notes. I was clarified. More coffee. Yeah, more coffee. We need coffee. Well, let's just do that one.
