Personnel and Public Employees Committee Special Meeting – March 13, 2018
The Personnel and Public Employees Committee met on Tuesday, March 13, 2018, at 1:33 p.m. in the City Hall Council Chamber. The meeting adjourned at 2:12 p.m. The committee conducted interviews for three advisory commissions and made appointments for the Animal Care Services Citizens Advisory Commission. No public comments were made on non-agenda items.

2. Interviews for the Animal Care Services Citizens Advisory Commission (File ID 2018-00257)
The committee interviewed applicants for Seats B, C, E, F, and G. Seats B and C expire April 25, 2018; Seat E fills a partial term ending April 25, 2019; Seats F and G fill partial terms ending April 25, 2020. Seven applicants were interviewed: Dawn Cornelius, Joe Robustelli (incumbent), John Kelly, Kelle Benedixt, Nicholas Arevalo-Parrish, Samantha Farmer (incumbent vice chair), and Virginia Steele Purie. Three applicants (Heather Wylan, Lori Campbell, and Kelly Tiburini) were unable to attend but expressed interest. Chair Carr noted Seat B (requiring a vet tech or animal welfare professional) was difficult to fill and praised the recruitment of Robustelli. Staff recommended reappointing incumbents.
- Outcome: Motion by Councilmember Ashby, seconded by Vice Chair Hansen, to appoint Joe Robustelli to Seat B and Samantha Farmer to Seat F. The motion carried unanimously (3-0). Interviews for Seats C, E, and G were continued to the next meeting.
3. Interviews for the Ann Land and Bertha Henschel Memorial Funds Commission (File ID 2018-00262)
Nine candidates applied for Seat H. Two applicants (Daniel Payne and Miles Cobb) confirmed attendance but did not appear; no other applicants were present. Committee members expressed concern about the lack of attendance and decided to continue the item to the next meeting to allow candidates to be properly notified.
- Outcome: Item held until the next Personnel and Public Employees Committee meeting.
4. Interviews for the Sacramento Metropolitan Arts Commission (File ID 2018-00263)
Nineteen candidates applied for Seat C. Ten confirmed attendance; two applicants were present: Laurie Richardson and Linda Forbes. The committee noted that the application period was only one week, and several potential applicants had requested more time. Committee members discussed transparency and fairness. Staff recommended reopening the application period.
- Outcome: The committee directed the City Clerk to reopen the application period for Seat C for two weeks, invite previous applicants to interview, and bring the item back to the next meeting for a selection.

If you are here, if you are here not for an interview, but wish to speak. There are speaker slips in the back of the room for you to fill out. There are cordless microphones and assisted listening devices should you need them. And if you have a cell phone, please silence it. All in favor, please say aye. Those opposed, nay. Abstentions. The next item, discussion item two, interviews for the Animal Care Services Citizens Advisory Commission. Seats B, C, E, F, and G. Incumbents for seats B, C and F have reapplied. Incumbent for C E has turned out and was ineligible to reapply. Incumbent for C G was eligible to reapply, but did not. Eight confirmed and seven unconfirmed attendants. Applicants Caramott, Heather Wylan, and Lori Campbell are not able to attend today, but are still interested in being considered. And I do have quite a few statements to read about the terms for the various seats on this advisory commission. Terms for seats B and C expire on April 25th, 2018. So the appointments for these two seats, B and C will be for full terms. The term ending date for seat D is April 25th, 2019. So interviews for seat D are being withdrawn. The term ending date for seat E is April 25th, 2019. The incumbent has served two consecutive full terms and is ineligible to continue serving. Therefore, interviews today will be for a partial term set to end April 25th, 2019. And the terms for seats F and G should have expired on April 25th, 2017. The current term ending date for these two seats is April 25th, 2020. Therefore, interviews today will be for partial terms set to end April 25th, 2020. Well that's clear. My name is Don Cornelius, and I'm a lifetime resident of Sacramento. I'm interested in serving on the Animal Care Services Citizens Advisory Committee because animals are my passion. My two dogs are like my children. While we as a society are making strides towards teaching people about the humane treatment of animals, there is still much work to be done, and I would like to help do that. To me, humane treatment includes interactions with animals on a daily basis, responsible ownership by spaying and neutering to prevent overpopulation, and the value of adopting pets. Education includes teaching people about the commitment involved with owning animals. It's a lifetime commitment. It's also about making people aware of the resources available to assist them with pet ownership.
