Personnel and Public Employees Committee Special Meeting – November 13, 2018
The Sacramento Personnel and Public Employees Committee held a special meeting on Tuesday, November 13, 2018, at 1:00 p.m. in City Hall Council Chamber. Chair Larry Carr called the meeting to order with members Angelique Ashby and Vice Chair Steve Hansen (arrived at 1:01 p.m.) present. The committee interviewed applicants and made nominations to multiple city boards and commissions, filling several vacancies.
Public Comments & Testimony
- Wendy Saunders, Executive Director of the Capitol Area Development Authority (CADA), spoke on behalf of applicant Randall Winston, who was unable to attend. She read his statement expressing strong interest in CADA's mission of equitable urban development and affordable housing, highlighting his experience as former Executive Director of the California Strategic Growth Council.
Discussion Items
- Item 1 – Parks and Recreation Commission (Seat K): The committee interviewed one candidate. A motion by Angelique Ashby, seconded by Vice Chair Steve Hansen, to nominate Terri Kletzman to Seat K passed unanimously (3-0).
- Item 2 – Sacramento Disabilities Advisory Commission (Seats E, F, H): Interviews were conducted with Alan McMillan, Angelica Williams, and others. No nominations were made; the item was continued to the next meeting.
- Item 3 – Utilities Rate Advisory Commission (Seats A, B, C, G): After interviews with 21 candidates, a motion by Angelique Ashby, seconded by Vice Chair Steve Hansen, to nominate April Javist (incumbent chair) to Seat B and Brian Biering (incumbent vice chair) to Seat C passed unanimously (3-0). Nominations for Seats A and G were continued. Staff noted the commission lacks solid waste expertise.
- Item 4 – Compensation Commission (Seats A, C): For Seat A (retired judicial officer), the committee interviewed Arthur Scotland. A motion by Vice Chair Steve Hansen, seconded by Angelique Ashby, to nominate Arthur Scotland passed unanimously (3-0). For Seat C (public at large), interviews were held with Deborah Finch, Eric Carlson, Gabriella Erdenetta, Peter Kelly, and Scott Soykin. No nomination was made; the item was continued.
- Item 5 – Capitol Area Development Authority Governing Board (Seat B): The only applicant, Randall Winston, was not present. After public comment from Wendy Saunders, a motion by Vice Chair Steve Hansen, seconded by Angelique Ashby, to nominate Randall Winston passed unanimously (3-0).
- Item 6 – Ethel MacLeod Hart Trust Fund Advisory Committee (Seats E, G): Interviews were conducted with incumbent Lynne Stevenson (Seat E) and David Pacheco (Seat G), and applicant Ammar Fandis. A motion by Angelique Ashby, seconded by Vice Chair Steve Hansen, to nominate Lynne Stevenson to Seat E and David Pacheco to Seat G passed unanimously (3-0). The committee also discussed a long-vacant Seat A (County Adult and Aging Commission representative) and asked staff to revisit the requirement.
- Item 7 – Preservation Commission (Seat D): The committee interviewed William Carter. A motion by Chair Larry Carr, seconded by Angelique Ashby, to nominate William Carter passed unanimously (3-0).
- Item 8 – Sacramento Heritage, Inc. Board of Directors (Seats A, B, C, E): Interviews were conducted with Kay Worthington (incumbent, finance), Cody Storm (housing), William Burg (history), and Megan Repka (architecture/construction). A motion by Vice Chair Steve Hansen, seconded by Angelique Ashby, to nominate Kay Worthington to Seat A, Cody Storm to Seat B, William Burg to Seat C, and Megan Repka to Seat E passed unanimously (3-0).
Key Outcomes
- The committee nominated individuals to fill seven seats across six commissions, all by unanimous votes (3-0).
- Nominations for the Sacramento Disabilities Advisory Commission, two seats on the Utilities Rate Advisory Commission, and one seat on the Compensation Commission were continued to the next meeting.

Well, I have one. I'm not. Greenwich mean time. I'm not on Greenwich Mean Time on Apple time. Okay, we call this call this meeting of the personnel and public employees committee to order. Would you call the road to establish a quorum? Member Ashby? Member Hansen? Chair Carr? Here. We are now a three-member body, so we have a quorum. If you are here today to speak to the committee but are not a candidate, please fill out a speaker slip. They're located in the back window and turn into the assistant clerk. Also, if you need an assisted listening or speaking device, you would also see the assistant clerk, and this is the time that we ask the attorney's cell phones or other devices to silent. Thank you. But uh the normal practice is to make it at the follow following meeting. Anything else? So let's call the first candidates. One brother is already on and one brother has applied. None of the uh laws haven't do, for instance, conflict interest uh nepotism, that sort of thing, or are in play, and there's no prohibition based on the statute actually governing the uh commission itself, then due to the fact that uh as far as familiar relations, these would be two equals who would not be making judgments over um the interests of the other uh that said I thought that Terry Kletzman was a terrific candidate, and I am willing to move her name forward today if it is the will of this body. Um Mr. Chair, do you mind if I say something? Um these can be so hard when we have so many qualified candidates. Um it's nicer when we have one qualified candidate for one spot, but that's very rarely our predicament. It's worse when there are no qualified candidates, but here we have a plethora of people who are imminently qualified for the parks commission. So I don't see any reason why Miss Uh Kletzman shouldn't be the next parks commissioner. Um but I do encourage those people who are not selecting to apply again for other open spots, and I'll second your motion. It's almost like I heard a second. I did second. Yeah. And moved and seconded. All in favor, please say aye. Aye. Aye. Uh noes and no abstentions. The motion carries. Congratulations. Terry Kletzman. Is she here? Yeah. Okay. Let's call the next one. Item two is to interview for the Sacramento Disab, excuse me, disability advisory commission. We have three um seats. None of the um incumbents have reapplied. The seats are um represented all three the same. They're gonna be a member representative of a disability group or experience with disability laws, such as ADA. So we are going to call you one by one if you'll come down and speak at the podium. Again, the questions are behind us, and you'll have two minutes to answer those questions. Our first candidate is Alan McMillan.
