Personnel and Public Employees Committee Meeting - June 25, 2019
The Personnel and Public Employees Committee of the Sacramento City Council met on June 25, 2019, at 3:01 PM in the Council Chamber. The meeting was called to order by Chair Larry Carr, with members Steve Hansen and Angelique Ashby (arrived at 3:03 PM) present. The committee conducted interviews for three city boards and commissions, but deferred all nominations to the next meeting. No public comments were made on non-agenda items.
Consent Calendar
- Approval of Minutes (File ID 2019-00971): The committee unanimously approved the minutes from the May 14, 2019 meeting. Motion by Member Carr, seconded by Member Ashby, with all members voting yes.
Discussion Items
- Item 2 – Interviews for the Civil Service Board (Seat B): Two candidates were listed on the agenda (Terrence McKenny and Jamie Kenny). However, Jamie Kenny had withdrawn prior to the meeting, and Terrence McKenny was not present. The item was continued to the next meeting on July 23, 2019, without interviews.
- Item 3 – Interviews for the Compensation Commission (Seat B – Public at Large): Four candidates were interviewed: Neptaly Taty Aguilera, Hung Nguyen (who goes by Ricky), Michael Richardson, and Lewis Sumter (the latter not listed on the published agenda). The vice chair of the commission, Tiffani Fink, informed the committee that the commission currently has a quorum and does not need an immediate appointment. Nominations were continued to the next meeting.
- Item 4 – Interviews for the Sacramento Housing and Redevelopment Commission (Seat A – Non-official/employee): Six candidates were interviewed: Barry Boyd, Susan Brown, Verne Gorne, Jeffrey Mrizek, Estella Shi, and Daniel Wetter. Committee members praised the high quality of applicants. Chair Carr noted that additional seats (D and B) will open on December 31, 2019, and encouraged applicants not selected to reapply. Nominations were continued to the next meeting.
Key Outcomes
- All four agenda items were handled: minutes approved, and interviews conducted for the Compensation Commission and Housing and Redevelopment Commission. No nominations or appointments were made; all decisions were deferred to the next Personnel and Public Employees Committee meeting on July 23, 2019.

Will the clerk please call the role to see if we have a quorum? Certainly, Member Ashby, Member Hansen, Chair Carr. Here. We have a quorum. If you're here today and you're not a candidate but would like to speak to the committee, please fill out a speaker slip. They're located in the back window, and you'll turn into the assistant clerk. This is also the time that I'd ask you to turn any cell phones or other devices to silent. And if you need an assisted listening or speaking device, you would also see the assistant clerk. Okay. Uh the way we normally do this is we listen to the candidates at this meeting, and then we come back at the next P and PE and make our selections. In some cases, if there is uh organization that's in trouble, meeting quorum or have other uh extenuating circumstances, we'll make an appointment today. But I don't think this is going to be the case for either one of the candidates here. So let's call the first candidate. Okay. We're gonna, as we call items, we'll call candidates down to answer the two questions you see on the screen behind me. She'll be given two minutes if you come to the podium. And then after you've done giving your answers, if you'll step to your right and see Katia, she'll take your photograph for our future um council packet. So our first item is going to be um the consent calendar. Second. Seconded. All in favor, please say aye. It's unanimous. Item two is interviews for the civil service board. Um, since she received your packet, candidate Jamie Kenny, excuse me, Matalka has read um removed themselves from consideration. So we have two other candidates. As I call your name, please come down. The first is Terrence McKenny. It appears we have no candidates here today. Uh while there may not be candidates, there are members of that committee here, and I think leadership right did I don't know if they maybe have any input for us. If they know any of the input for us. All in favor, please say aye. Aye. Yes, unanimous. Um, item three is interviews for the compensation commission. So we have four. Let me make sure candidates for seat B. Seat B is described as member a member representing the public at large. The um previous incumbent resigned. So our first is Nepali Aguilera. Thank you. My name is Neptile Toddy Aguilera, and I'd like to serve on the compensation uh commission because I believe in public service. I'm retired, have the time, and want to give back to the city of Sacramento where I've lived close to 60 years now. I recently served on the Sacramento County grand jury for two years, where we reviewed several compensation issues for various cities within the county. I worked for the state for over 40 years in HR and budgets and various programs. I was part of a team representing state and contract negotiations with unions regarding salary, retirement, health benefits, workload standards, overtime, work conditions, and my administrative role as a personnel officer.
