Personnel and Public Employees Committee Meeting – July 23, 2019
On July 23, 2019, the Sacramento Personnel and Public Employees Committee met at 3:03 p.m. in City Hall Council Chamber, adjourning at 3:28 p.m. The committee, chaired by Larry Carr (District 8) with members Angelique Ashby (District 1) and Steve Hansen (District 4), considered seven agenda items, including board and commission interviews and nominations. No public comments were made.
Consent Calendar
- Item 1: Approved the meeting minutes from June 25, 2019, by a unanimous vote (Carr/Ashby) with all members in favor.
Discussion Items
- Item 2 – Civil Service Board Interviews: Continued to the next meeting (August 27, 2019) due to insufficient applicant attendance. No vote was taken.
- Item 3 – Ethel MacLeod Hart Trust Fund Advisory Committee Interviews: Two candidates were interviewed for four open seats (B, C, D, F). Staff recommended appointing Xavier Martinez to Seat C and Amar Phadnis to Seat F, and continuing outreach for the other seats. The motion (Carr/Ashby) passed unanimously.
- Item 4 – Retirement Hearing Commission Interviews: Neither candidate (Barry Boyd and Lisa Redman) was initially present. The item was tabled, but later during the meeting, Barry Boyd (who was also a candidate for another board) was interviewed and subsequently appointed. A motion (Hansen/Ashby) nominating Barry Boyd to Seat C passed unanimously.
- Item 5 – Sacramento Disabilities Advisory Commission Interviews: Three candidates were interviewed: Al Hernandez Santana, George Perry, and Brandy Tuzon Boyd (the latter not present, but recommended by Councilmember Ashby). A motion (Ashby/Hansen) to appoint all three—Brandy Tuzon Boyd to Seat A, Al Hernandez Santana to Seat C, and George Perry to Seat D—passed unanimously.
- Item 6 – Compensation Commission Nominations: Based on prior interviews, a motion (Hansen/Ashby) nominated Luis Sumpter to Seat B. Passed unanimously.
- Item 7 – Sacramento Housing and Redevelopment Commission Nominations: A motion (Carr/Hansen) nominated Barry Boyd to Seat A. Passed unanimously. (Note: Barry Boyd was also appointed to the Retirement Hearing Commission on the same day; staff confirmed no conflict of interest, and he would be allowed to choose one board if a conflict arises.)

I just learned about it and forgot already. As soon as our next member gets here, we will call the meeting to order. Yes, sir. All right. Okay, we call this meeting of the personnel and public employees committee meeting to order. Would you call the role? Certainly. Member Ashby? Here. Member Hansen, Chair Carr. Here. We have a quorum. If you're here today and you're not a candidate but want to speak to the committee, please fill out a speaker slip. They're located in the back window, and you'll turn into the assistant clerk. Also, an assistant speaking and listening device would be retrieved from the assistant clerk. And this will be the time we ask you to turn your cell phones and other devices to silent. Second. One indicated attendance and the other was unable to confirm. But we want to hold this over until the next meeting. Yeah. Unless there's an issue. Without objection. Mr. Chair, do we have staff here? Number item three is interviews for the Ethel McLeod Heart Trust Advisory Committee. We have four seats. They all represent a member of the population at large who is reflective of the socioeconomic makeup of the older adult population and is at least 60 years of age. Our first candidate is Javier Martinez. Good afternoon. Yes, sir. Moved to uh Sacramento from San Diego. And uh I was heavily involved in the community there. Um my experiences I've been on three city commissions in the city of San Marcos. The most recently was on the uh finance committee, which uh helped provide information to the city council on budget items. Uh also been a uh treasurer for three nonprofits. Uh I have my own tax business. I have a master's in tax, uh degree in accounting, and I have uh experience with uh financial statements and large corporations, so I think I have the qualifications to uh uh serve on this commission. Plus, I am a senior citizen, so uh that's one of the requirements, I believe.
