Personnel and Public Employees Committee Special Meeting – November 19, 2019
This special meeting of the Personnel and Public Employees Committee was called to order at 3:06 p.m. on November 19, 2019, in the Sacramento City Council Chamber. The committee, comprised of Chair Larry Carr (District 8), Vice Chair Steve Hansen (District 4), and Member Angelique Ashby (District 1), unanimously approved one consent item and forwarded nominations for three advisory bodies. Measure U Community Advisory Committee – Seat L (ages 16–24): Chair Carr moved to nominate Khalil Ferguson, who was selected after interviews held at the prior meeting. The motion was seconded and passed unanimously (3-0). The nomination was forwarded to the Mayor for appointment (per the agenda) or to the City Council (per the minutes; the source documents contain a discrepancy regarding the appointing authority).

Sacramento Disabilities Advisory Commission – Seat I (disability group representative): Member Ashby moved to nominate the incumbent, Mousumi Crowley, for reappointment. The motion was seconded and passed unanimously (3-0). The nomination was forwarded to the Mayor (agenda) or City Council (minutes).

Utilities Rate Advisory Commission – Seats D and E: Member Hansen moved to nominate Connie Gutowski (Seat D) and P. Anthony Thomas (Seat E). The motion was seconded by Member Ashby and passed unanimously (3-0). The nominations were forwarded to the Mayor (agenda) or City Council (minutes).

Member Hansen. Chair Carr? Here. We have a quorum, and we do not have members of the audience today, so we'll skip the rest of the announcement. I see someone out there. Actually, oh, you haven't have you all not met Sarah yet? So Sarah's the new ad addition to the clerk's office. We procured her from the div um DOU from Department of Utilities, and she is now part of Nell's agenda team. So this is her first meeting to observe. Well, hi, Sarah. Welcome. What'd you call the first item? Our first item is nominations for the measure you committee, excuse me, advisory committee. Consent calendar. We do not have a con oh we do. I thought we didn't, because it was special. We do have a consent calendar. Sorry. Um, and that is meeting minutes from the last meeting. It's been moved and seconded. All those in favor, please say aye. Aye. Motion carries unanimously. Okay, so item two is nominations for the measure you community advisory committee. We held interviews for this pos um this committee last meeting. The appointment you'll be making is for seat L, and that's for a member between the ages of sixteen and twenty-four years during the term of their appointment. Once again, we have a wealth of uh people who uh qualify to do this, but I would recommend we take Cahil Ferguson. It's been moved and seconded. Any additional ones? All those in favor, please say aye. Aye. Those opposed, no. Motion carries unanimously. Next item is nominations for the Sacramento Disadvice Disability Advisory Commission. And this is for one seat, and this is the seat I, a member of representative of disability group. I'd like to make a motion for the incumbent, which is second. We have a motion and a second. Those in favor, please say aye. Those opposed, no. Motion carries unanimously. Our final item is nominations for the utility rate advisory commission. There's two on this one I think. And so would you like to nominate him to remain in C E? Uh, yes, I'd like to nominate Mr. P.
