On Tuesday, January 18, 2022, at 3:04 p.m., the Sacramento Personnel and Public Employees Committee (PMPE) convened via teleconference to conduct interviews and make appointments to multiple city boards and commissions. Members present: Chair Angelique Ashby, Vice Chair Katie Valenzuela, Councilmember Sean Loloee, and Councilmember Jeff Harris. The meeting adjourned at 4:11 p.m.

Item 1 – Ann Land and Bertha Henschel Memorial Funds Commission: Conducted interviews for Seat G (general public) and Seat I (general public). Only one of three applicants was present. Continued to next meeting for discussion and nomination.

Item 2 – Civil Service Board: Conducted interviews for Seats B and D (citizens with no city government connection). Passed a motion to reappoint incumbents Emmanuel Amanfor (Seat B) and Kathryn Elizabeth Meola (Seat D). Vote: 4-0.

Item 3 – Ethel MacLeod Hart Trust Fund Advisory Committee: Conducted interviews for Seats B, D, E (population at large, age 60+), and Seat G (AARP representative). Appointed Clara Chapala (Seat B), Mynga Futrell (Seat D), Boyd Lemon (Seat E), and David Pacheco (Seat G). Vote: 4-0.

Item 4 – Natomas Basin Conservancy Board of Directors: Conducted interviews for Seats B, C, E (non-employees of specified agencies). Appointed David Christophel (Seat E); continued Seats B and C to next meeting for additional outreach. Vote: 4-0.

Item 6 – Sacramento Ethics Commission: Conducted interviews for Seats B and C (general public with law/ethics/government background) and Seat D (general public). Seven applicants interviewed. Continued to next meeting for discussion and nomination.

Item 7 – Sacramento Yolo Mosquito and Vector Control District: Conducted interviews for Seat A (City of Sacramento appointment). Reappointed Raymond LaTorre. Vote: 4-0.

Item 8 – Sacramento Disabilities Advisory Committee: Deliberated nominations for Seat E and Seat H (members representative of disability groups). After a substitute motion, appointed Alan McMillan (Seat E) and Tiffany Fink (Seat H). Vote: 4-0. Applicants Zachary Bonnie and Sophia Neal were deferred to next meeting for consideration for Seat G.
Key Outcomes
- The committee made appointments for six of eight agenda items, with two items continued for further discussion.

We'll try to just move through those quickly. We sometimes we make selections on the day of if if staff say they need it or if it's obvious or um we're particularly moved. But for the most part, we'll probably punt on appointing people, with the exception of we have um nominations we need to deal with for the disability advisory committee, which is our last item. So we won't be doing interviews on that when we'll be doing appointments. So if you are here to interview today, uh we'll call you up on your item, and you'll you'll the clerk will let you in and then you'll have a couple minutes to tell us why you'd like to hold that position. Great, and before we start today, for the purpose of our audience and our members, the staff reports you received for this item or for this meeting. Um, all of the district at nominate for all the applicants, we list what district they reside in, and those were updated to reflect the new council districts. Okay, okay, all right, yeah. All right, we our item one is interviews for the Ann Land Bertha Henschel Memorial Commission. We're going to be conducting interviews for seats G and I. Right. So G is a member of the general public, and I is also member of the general public. Correct. And we have three candidates interviewing, um, some of which are on the call now.
