The Personnel and Public Employees Committee met on March 15, 2022, at 3:00 p.m. via teleconference. Vice Chair Valenzuela chaired the meeting in the absence of Chair Ashby. The committee reviewed applications for multiple boards and commissions, made several appointments, and heard public comments.
Consent Calendar
- Approved meeting minutes from November 9, 2021 (Special), January 18, 2022, and February 15, 2022. (Motion passed unanimously.)
Discussion Items
- Item 2: Administration, Investment, & Fiscal Management Board – Staff requested a continuance to reopen recruitment for a broader pool of candidates. The committee voted unanimously to continue the item and reopen the application process.
- Item 3: Compensation Commission – The committee interviewed incumbent Tiffani Fink, who expressed a desire to continue serving and highlighted her work on clarifying council member roles and compensation. The committee voted unanimously to recommend her reappointment to Seat B (public at large).
- Item 4: Sacramento Housing and Redevelopment Commission (SHRA) – The committee interviewed incumbent Staajabu Staajabu for Seat E (resident of SHRA property) and appointed her unanimously. They also interviewed Barry Boyd (incumbent), Stephanie Duncan, and Andres Ramos for Seats A, C, and D. Two other applicants were not present. - Item 5: Sacramento Disabilities Advisory Commission – Based on prior interviews, the committee voted unanimously to appoint Zachary Bonney to Seat G (member representative of a disability group).
- Item 6: Utilities Rate Advisory Commission – The committee interviewed incumbent Anthony Thomas, who emphasized his energy background and role as chair. Staff recommended reappointing three incumbents (Connie Perkins, Jill Zito, Ray Vanderwer) plus two other candidates (Philip Thomas and P. Anthony Thomas). The committee voted unanimously to appoint all five to the five vacant seats (Seats B, C, D, E, F).
Public Comments & Testimony
- Mr. Davis, a resident, advocated for support for Grant High School's boys' basketball team (city champions) and drum line (nationally recognized, invited to Washington, D.C.), urging the city to fund travel and lodging. He referenced Mayor Steinberg's interest and Councilmember Loloee.
- Mr. Boyd, an applicant for SHRA, asked for clarification on the committee's decisions regarding the remaining seats; Vice Chair Valenzuela explained that three seats would be considered at the next meeting.

And welcome everybody to the Personnel and Public Employees Committee on this Tuesday, March 13th. Our chairwoman is not with us today, so I'm vice chair. I get to hold the proverbial gavel for this meeting. Looking forward to it. Madam Clerk, will you please start us off by calling the role to establish a quorum? Yes, ma'am. Member Leloy. Here. Member Harris. Here. Chair Ashby. Vice Chair Valenzuela. Here. Now will we please get started with the land acknowledgement and pledge of allegiance? Councilmember Leloy, can I uh select you to lead us today? Please stand to the original people of this land, the Nia Sun people, the Southern Medou, Valley and Plain, Miwok, Padwin Winton Peoples, and the people of Wilton Rancheria. Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us today on these ancestral lands by choosing to gather together today in the active practice of acknowledgement and appreciation of Sacramento's indigenous people's history, contributions, and lives. Today we had planned interviews, but after discussion with the treasurer's office at this time, staff would like to request a continuance to open an additional recruitment to in the hopes of gathering a broader pool of candidates.
