The Personnel and Public Employees Committee of the City of Sacramento met on Tuesday, June 20, 2023, at 3:02 p.m. in the Council Chamber. The committee reviewed applicants for multiple boards and commissions, received the Active Transportation Commission’s 2022 annual report, and postponed two items due to a packed agenda and a hard stop at 4:00 p.m. for closed session. Public Comments & Testimony
- Item 3 (Animal Care Services Committee): Julie Verga objected to the application process, alleging irregularities and questioning why the window was reopened and why a current member’s financial ties were not disclosed. Councilmember Loloee acknowledged the comment but proceeded with recommendations.
- Item 7 (Active Transportation Report): Katie McCammon (350 Sacramento) voiced support for all nine recommendations, emphasizing climate justice and the need for improved e-bike access and trail safety.

- Item 4 (Capitol Area Development Authority Governing Board): Incumbent Jose Bodipo-Memba interviewed for Seat B and was recommended for reappointment. Councilmember Valenzuela commended CADA’s work.
- Item 5 (Planning and Design Commission): Only two of three qualified applicants attended. Julian Andrade (Seat K) and Ginger Thompson (Seat M) were recommended; Seat L (partial term) was left open.
- Item 6 (Preservation Commission): Interviewed Ian Lee Merker; Megan Refka was absent. Preservation Director confirmed the seat’s city residency preference was not mandatory. Ian was recommended for Seat A.
- Item 7 (Active Transportation Commission 2022 Annual Report): Chair Ali Dore Westbrook presented nine recommendations: increase funding, expand speed management, create a citywide Safe Routes to School program, finalize a construction detour policy, develop an active transportation dashboard, create a Quick Build Bikeways program, pilot an e-bike library and promote incentives, increase bike parking, and re-establish the Slow and Active Streets program. Councilmembers voiced strong support and discussed safety concerns, especially on trails in District 2 and along high‑injury corridors. Chair Kaplan noted the report as a model for other commissions.
- Items 8 & 9 (Youth Advisory Liaison and Performance Metrics): Postponed to a future special meeting. Chair Kaplan announced a special PMPE meeting in July for charter officer evaluations.

Will the curk clerk please call the roll to establish core? Thank you, Councilmember Lilowy. Councilmember Valenzuela. Here. Councilmember Maple. Here. And Chair Kaplan. Here. And we have a quorum for members in the public here in chambers. If you wish to speak on an item and are not an applicant, please fill out a speaker slip, which can be found at the back of the room. For members of the public joining us online, if you wish to speak, raise your hand to provide a public comment. When the chair confirms that is public comment speaking period for your desired item. If you're online, just click on the raise hand at the bottom of the screen. Mobile app, you can raise your hand by tapping the raise hand option in the more tab. The Nissanon people, the Southern Maidu, Ballet and Plains, Miwok, Putwin, Wintune peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us today on these ancestral lands by choosing to gather today and the active practice of acknowledgement and appreciation for Sacramento's indigenous people's history, contributions, and lives. Um so we only have an hour for this meeting, and any item that we don't get to, we'll just roll over to the next PMP E meeting. But we do uh members have a hard stop at 4 p.m. because we do have uh closed session items that we have to get to before council. So we just wanted to to preface that if I say that we do need to close it out. So our first order of business today is approval of the consent calendar.
