Um, and I want to set a little bit of a basis uh as we move forward because this is uh a special meeting, and I really want to thank the indulgence of my uh committee members and actually congratulate us for getting this far.

Um, you know, we all know my background being a school board member for 20 years.

This is normal.

Governance evaluations uh process is normal, and I love that we're moving forward uh with that process here at City Council with all of our charter members.

Um I know sometimes evaluations new may be uncomfortable, uh frustrating or disappointing, but I believe that we should create a model that is a best practices, um, something that is thoughtful, a deliberative process that reflects the importance of one, the priorities of our city council, but two, um, the importance of staff and creating an honest and open dialogue with our staff.

Um, you know, I believe there are tons of benefits when we open the dialogue and we understand what our goals and what we're being evaluated on.

It really creates a quality performance review process, and that's where I'm trying to get us.

Um, we know increasingly the public demands greater accountability, as well as we've got social media media scrutiny that dictates, you know, we as council members be prepared to defend if we give raises and why um better than they're doing a great job.

Uh, and that's what we're here today.

Um, because they're the public is interested in in the why, and I like to give us the opportunity to create objective standards for that why.

As we move forward, um, I believe in creating a relationship of trust and support.

We as council members working with our city manager and our charter officers.

This is a time for honest dialogue of what is being accomplished, the gaps that may exist, and how we can maintain progress.

You know, good relationships promote candor and constructive planning.

This is hard, this is not easy, but I am always a fan of discussing what we can do better because we have the foundation of a phenomenal city, and there are always things we can improve on.

Remember, common challenges that I hope as we move forward we avoid that we don't just start this, but we continue the process of evaluations.

I think failure to do evaluations cause a lot of questions, and then we may not be on the same level of how do we move this basically city forward.

So, what is uh an evaluation for those who may be watching in public?

You know, this is not always something city council members are trained at.

Um, you know, we don't get specific training, but an evaluation is the process of planning, reviewing, and providing feedback on the performance of our city manager and city charter officers that we have.

It means demonstrating organizational accountability to our citizens, employees, and local stakeholders.

It means maintaining alignment between the city council goals and the achievements attained.

It means determining the need for future professional development, education, or training for any one of our managers or city officers.

And it's an element of decision regarding future commons compensation because an evaluation looks at the what, the technical, what do they do, as well as the how and behavioral?

So one of the things I look at that I was looking up, what are some core effective local government leadership and management things we have to look at staff effectiveness, policy facilitation, functional and operating operational expertise and planning, performance measurements, initiative, risk taking, vision, creativity, technological literacy.

I will fail that anytime, just by the way.

Um, inclusion, budgeting, financial analysis, human resources, strategic planning, media relations, integrity, professional development, are just some of the things we have to look at.

So I think it's also important since we've got six new council members in the last two and a half years.
