Personnel and Public Employees Committee Meeting - January 9, 2024
The Personnel and Public Employees Committee met on Tuesday, January 9, 2024, at 11:00 a.m. in the City Hall Council Chamber. The meeting was called to order by Chair Kaplan and adjourned at 11:40 a.m. Councilmember Sean Loloee was absent. Councilmember Caity Maple participated remotely due to a contagious illness, as permitted by Government Code §54953. The committee reviewed applicants for several commissions, approved a workplan, and forwarded a preservation report to the City Council.
Consent Calendar
- Item 1: Approval of Minutes – The committee approved the meeting minutes from October 17, 2023 (Regular), October 31, 2023 (Special), and December 12, 2023 (Special), as amended to note Councilmember Maple's abstention on item seven of the December 12 meeting. Motion passed 3-0.
Discussion Items
- Item 2: Review of Applicants for the Active Transportation Commission, Seat J – The committee interviewed three applicants: Connor Bentec, Jerome Ciampa, and Steven Rosencranz. C. Sequoia Erasmus could not attend but submitted an e-comment. Chair Kaplan moved to appoint Erasmus, citing her expertise in equity in transportation planning. Motion seconded by Councilmember Maple. The committee recommended C. Sequoia Erasmus to the Mayor and Council.
- Item 3: Review of Applicants for the Compensation Commission, Seat B – Only one applicant, Daniel Rubinstein, applied, but he did not attend. The committee directed the City Clerk to reopen recruitment for Seat B, with Rubinstein’s application remaining valid. No vote taken.
- Item 4: Review of Applicants for the Natomas Basin Conservancy Board of Directors, Seats A and E – Three applicants: Susan Baxter (present), Patrick Huber (not present, e-comment), Ethan Valberg (present). Councilmember Valenzuela moved to appoint Patrick Huber to Seat A and Ethan Valberg to Seat E, citing Huber’s legal background and Valberg’s environmental compliance experience. Motion seconded by Chair Kaplan. The committee recommended both appointments to the Mayor and Council. Councilmember Valenzuela also offered to connect Susan Baxter with other city opportunities.
- Item 5: Review of Applicants for the Sacramento Disabilities Advisory Commission, Seat F – Three applicants, none in attendance. Chair Kaplan moved to appoint Alexandria Smith, citing her state-level policy experience. Motion seconded by Councilmember Maple. The committee recommended Alexandria Smith to the Mayor and Council.
- Item 6: Consideration of the Measure U Community Advisory Committee Proposed 2024 Workplan – Chair Dickinson presented the workplan, which outlines the committee’s two main responsibilities: reviewing Measure U fund use and engaging the community. The committee approved the workplan unanimously (3-0) and forwarded it to the City Council for final approval that evening.
- Item 7: Preservation Commission Annual Report – Preservation Director Sean de Courcy presented the report, highlighting the African American Experience Historic Context and Survey Project and a new $40,000 CLG grant for an LGBTQ+ Historic Context Survey. The committee voted unanimously (3-0) to forward the annual report to the City Council for approval.

Can uh can the clerk please call the role to establish a quorum? Thank you, Chair. Member Maple is here. And I am requesting the ability to participate remotely due to an illness. There's no one else in the room with me. Perfect. Thank you, Councilmember. Councilmember Valenzuela. Here. And Chair Kaplan. Here we have a quorum. Can I have Councilmember Valenzuela do our land acknowledgement and pledge, please? Sure. Please stand if you're able. Yes, please rise for the opening acknowledgement in honor of Sacramento's Indigenous people and tribal lands to the original people of this land, the Nissanon people, the Southern Maidu, Valley and Plains, Miwok, Petwin Wintoon peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us today on these ancestral lands by choosing to gather today in the active practice of acknowledgement and appreciation for Sacramento's indigenous people's history, contributions, and lives. Thank you. Now please salute and pledge. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God in the world. Thank you. Um, just wanting to make sure that was, and and here's the thing you are not required to be in the audience to be considered or for us here on the dais to make appointments today. And a quick comment, Chair. Um, I let the clerk know that um there needs to be an amendment on the December 12th notes that I abstained from item seven. All right.
