Sacramento Planning & Design Commission Meeting – October 8, 2020
On Thursday, October 8, 2020, at 5:30 PM, the Planning & Design Commission held a teleconference meeting. Commissioners Covill and Lenzi were absent. The meeting adjourned at 8:00 PM.
Consent Calendar
- Approved the meeting minutes of September 24, 2020, by a vote of 8-0-2 (Covill and Lenzi absent).
- Received and filed the Director's Report.
Public Hearings
- 851 Richards Gentlemens Club (P20-013): The Commission approved a Conditional Use Permit for onsite alcohol sales, a Site Plan and Design Review for exterior renovations, and an Environmental Exemption (CEQA Section 15301). The applicant requested a deferral of public works improvements (condition B3C) from prior to alcohol sales to 18 months after commencement, citing COVID-19 hardships. Staff recommended keeping the condition as is for safety. After discussion, the Commission amended condition B3C to require completion within 6 months of commencing alcohol sales. Motion by Kaufman, second by Macias-Reed; passed 8-0-2.
- 300 El Camino Alcohol Sales (P19-073): This item was continued to a future meeting date.
- Depot Park Logistics Facility (P20-031): Approved the construction of a ±477,020-square-foot warehouse on a ±26.94-acre parcel, including a tree permit to remove four private protected trees, a Conditional Use Permit, an addendum to the Environmental Impact Report, a Mitigation Monitoring Plan, Site Plan and Design Review with a deviation from landscape setback requirements, and an Environmental Exemption. Staff noted supplemental material with an updated site plan adding open space. The applicant waived presentation. Motion by Farrell, second by Hernandez; passed 8-0-2.
Discussion Items
- Sacramento Valley Station Area Plan (M20-013): Greg Taylor and Karlo Felix presented the draft plan, which includes a bus mobility center, sustainability features (zero carbon, net-positive energy, Living Community Challenge), and phased development tied to state rail goals. The Commission initiated amendments to the Railyards Special Planning District and Central City Special Planning District. Commissioner Wang Connelly questioned the adequacy of 114 parking spaces for a major hub; staff clarified that additional parking exists (e.g., Old Sacramento garage, planned rail yards garage) and that 8% of current users bike. Motion by Ogilvie, second by Wang Connelly; passed 8-0-2.
- Neighborhood Development Action Team (NDAT) Framework and Work Plan: Elizabeth Boyd, Lynette Hall, and Mikel Davila presented the team's goals of convening city departments and partners to invest equitably in disinvested neighborhoods. Highlights include: Great Plates Delivered program (1,050 seniors, 42 meal providers, 310,000 meals, $7.2 million investment), community engagement via radio and multilingual outreach, a CRM system for business engagement (launching October 2020), and a policy reform initiative on fines and fees. Commissioners commended the work and offered advice on prioritizing, weighting equity criteria, and collaborating on community engagement. Received and filed.

Comments submitted either through e-comment before five PM today have been received by staff and are available to commissioners to review. If you would like to leave an e-comment during the hearing, please do so. Staff will pull up those comments posted after 5 p.m. today and we'll take a look uh during the public comment period for that item. If you're calling in to speak on an item, uh please refer to the in instructions on the screen now.
