Planning and Design Commission Meeting – March 11, 2021
The Sacramento Planning and Design Commission met on March 11, 2021, at 5:30 p.m. via teleconference. The meeting covered a consent calendar, a public hearing for a proposed Maverik store, and a discussion on the draft 2021-2029 Housing Element. The commission approved all items with near-unanimous votes, and commissioners also welcomed new member Robert Chase and bid farewell to outgoing Commissioner Alix Ogilvie.

- Proposal: Rezone from Office Business Low Rise Mixed-Use (OB) to General Commercial (C-2); conditional use permit for a gas station; tentative parcel map; site plan and design review for a store, fueling facility, and parking lot with a deviation from tree shading requirements; and a tree permit to remove city street trees.
- Staff recommendation: Forward approval to City Council with a mitigated negative declaration and conditions.

- Commissioner discussion: Questions focused on food waste donation plans (Commissioner Yee) and tree shading under power lines (Commissioner Hernandez). The applicant committed to partnering with Feeding America and composting programs.

Discussion Calendar: Draft 2021-2029 Housing Element (Item 5)
- Overview: The eight-year housing strategy must plan for 45,580 new housing units (89% higher than the previous cycle), including 16,769 lower-income units. The city identified capacity for over 52,000 units across eight goals, including ADUs, equity, anti-displacement, preservation, homelessness, and universal design.
- Staff presentation: Greta Soos and Matt Hertel highlighted key policies, outreach efforts, and recommended revisions based on community input.
- Public comment: Three callers spoke. One praised the draft and recommended approval; another asked about opportunity zones and the Green Means Go initiative; a third caller (from YIMBY) supported the draft and suggested raising floor-area-ratio limits near transit. Thirteen e-comments were submitted, including a letter from the Disability Advisory Commission urging 1-10% accessible units.
- Commissioner discussion: Topics included workforce development, ADU resources, inclusionary housing, preservation of affordable units, and tenant protections. Commissioners expressed broad support for the draft and its ambitious goals.
- Vote: 10 yes, 0 no, 1 absent (Buckley); motion to forward to City Council with a recommendation to adopt a resolution authorizing submission to the California Department of Housing and Community Development.

- Commissioner Alix Ogilvie announced that the PMPE committee did not recommend her reappointment, making this likely her last meeting. She thanked colleagues and the community.

- Several commissioners expressed gratitude to outgoing Commissioner Ogilvie for her dedication to sustainability and affordable housing.
