Item 3 – 1322 El Monte Delivery-Only Dispensary CUP (P21-033):

  • Staff recommended approval, citing minimal impacts (no public access, security plans, conditions). The site is a ±3,280 sq ft building on 0.17 acres in the C-2-SPD zone. The conditional use permit was triggered because the site is within 300 feet of a residential zone (a parkway strip with no residences). No overconcentration definition exists in District 2. The adjacent parcel (1320 El Monte) was approved for cannabis production in 2019 but is not a dispensary.

Item 5 – Review of City FY 2022-27 Capital Improvement Program (CIP) Consistency with 2035 General Plan (File ID 2022-00955):

  • Staff presented 9 new CIP projects (6 park projects, 2 roadway/landscaping, 1 solid waste tech upgrade) and found them consistent with General Plan goals. The Commission must forward a consistency finding to City Council.
  • Motion by Commissioner Wang Connelly, seconded by Commissioner Lenzi. Vote: 10-0 unanimous approval.
