Sacramento Planning and Design Commission Meeting - October 27, 2022
The Sacramento Planning and Design Commission held a regular meeting on Thursday, October 27, 2022, starting at 5:30 p.m. The meeting was conducted virtually via Zoom. The Commission considered seven agenda items, including consent calendar items and five public hearings, all of which were approved unanimously. The meeting also included a Director's Report, public comments, and commissioner remarks.
Consent Calendar
- Approval of Planning and Design Commission Minutes (October 13, 2022) – Passed unanimously with one abstention (Chair Hernandez). The vote was 9-0-1 (Commissioner Boyd was absent).
- Director's Report (Oral Report) – Received and filed. Staff reported that the Natomas Costco project, which the Commission recommended for approval on October 13, has been appealed and will be heard by City Council in November. Staff also noted that the remaining 2022 meetings are scheduled for November 10 and December 8, with a possible special meeting for the 2023 planning and zoning work program.
Public Comments & Testimony
- Item 3 – Northgate Industrial Park: Amalia, representing Laborers International Union of North America (LiUNA) Local 185, requested that an Environmental Impact Report (EIR) be prepared instead of a Mitigated Negative Declaration (MND). She argued that the MND's energy and biological resource analyses were inadequate under CEQA.
- Item 5 – Arena Brownstone Living: Albert Luther, a field representative for the Northern California Carpenters Local 46, spoke in support of the project but urged the Commission to consider labor standards, including living wages, healthcare, apprenticeship programs, and local hire.
- Item 6 – Capital College & Career Academy: Two speakers supported the project: Kim Ferrer (Executive Director, Sacramento Sierra Building and Construction Trades Council) and Ben (a board member of the academy), who highlighted the need for career pathways in construction and STEM fields.
- No public comments were made on Items 4, 7, or on matters not on the agenda.

- Item 4 – Valley Oak Logistics Center II at Depot Park (P22-032): Approved an Addendum to the Environmental Impact Report (EIR) for the Army Depot SPD, a Mitigation Monitoring Plan, a Conditional Use Permit (CUP) to exceed 10% ground coverage, a site plan and design review for two warehouses totaling approximately 373,708 square feet on a 20.79-acre parcel, and a tree permit to remove six private protected trees (amended from four). The vote was unanimous (11-0).
- Item 5 – Arena Brownstone Living (P22-026): Approved a Mitigated Negative Declaration and Mitigation Monitoring Program; a resolution amending the Arena Corporate Center PUD schematic plan to redesignate approximately 7.97 acres for multi-unit residential; a tentative map for 282 condominium units; a CUP to exceed the 25% residential threshold in the Employment Center zone; and site plan and design review for a 282-unit residential complex of 12 three-story buildings totaling 368,128 square feet. The vote was unanimous (11-0).
- Item 6 – Capital College & Career Academy (P22-018): Approved an Environmental Exemption (CEQA Guidelines Sections 15332 and 15301), a CUP to establish a 9-12 grade private charter school, site plan and design review for remodeling a 16,316-square-foot commercial building and installing four modular buildings totaling 3,840 square feet, and a tree permit to remove six private protected trees and three city trees. The vote was unanimous (11-0). Discussion included concerns about parking impacts from nearby approved projects.
- Item 7 – Elder Creek Market ABC License Change (P22-011): Approved an Environmental Exemption (CEQA Guidelines Section 15301) and a CUP to change from a Type 20 beer-and-wine license to a Type 21 beer, wine, and distilled spirits license for a 2,200-square-foot retail store on a 0.26-acre parcel in the Limited Commercial (C-1-R) zone. The vote was unanimous (11-0).
Key Outcomes
- All five public hearing items were approved unanimously (11-0) as recommended by staff.
- Commissioner Chase requested that staff consider cumulative parking impacts when reviewing future projects, and staff acknowledged the concern.
- Commissioner Macias Reed inquired about filling vacant commission positions; staff noted that three positions (architect, landscape architect, engineer, or contractor) are open and encouraged applications via the City Clerk's office.
