  • Item 7 – Northlake Phase 1 Village 14 Subdivision: The project amends the Greenbriar PUD to redesignate 19.7 acres for 139 single-family lots, retaining 7.8 acres for neighborhood retail (including a potential grocery store). Staff received 144 comments expressing disappointment in the reduced retail scale. The applicant team presented an economic study (EPS) showing only 50,000–55,000 sq ft of retail is supportable by 2040. A commercial broker (Rick Martinez) confirmed the viability of a 7-8 acre center. The commission voted 10-0 to approve the addendum to the EIR, PUD amendment, tentative map, conditional use permit, and site plan and design review.
  • Item 8 – Third-Party Appeal of HP Hood Cold Storage Warehouse: Withdrawn.
