The Planning and Design Commission met on Thursday, April 13, 2023, at 5:31 PM, adjourning at 6:48 PM. The meeting included a consent calendar, two public hearings, one continued item, and a discussion of the 2022 Housing Element Annual Progress Report. Chair Hernandez opened with a safety reminder following an active shooter incident near the state capitol earlier that day.
Consent Calendar
- Approval of March 23, 2023 Minutes: The Commission approved the minutes by a vote of 8-0-1 (Commissioner Boyd abstained; Commissioner Yeung absent). The consent calendar was adopted in one motion.
Public Comments & Testimony
- Dry Creek Estates (Item 2): Rani Isaac, a public commenter via Zoom, expressed concerns about the project's alignment with state climate goals and low-income housing needs. She questioned the conversion of agricultural land and suggested incorporating community gardens, landscaping businesses, and green spaces to mitigate climate impacts and provide affordable produce. She also asked if Item 4 would be discussed.

- Dry Creek Estates (P20-040): Staff presented a request to rezone ~29.56 acres from Agriculture (A) to Single-Unit or Duplex Dwelling (R-1A), subdivide into 135 residential lots, 22 private street lots, and 3 landscape lots, including a 1.7-acre private park, pedestrian bridges over wetlands, and removal of one protected Valley Oak tree. The applicant (True Life Company) noted a three-year process, public access easements, and homeowner association maintenance. Commissioner Kadin supported the project for being in a low-VMT area and providing housing, but encouraged more housing mix. Commissioner Boyd asked about green space programming. The Commission voted 9-0 to forward a recommendation of approval to the City Council.
- 147 Otto Circle Cannabis Delivery-Only Dispensary (P22-035): Staff requested a Conditional Use Permit for a delivery-only dispensary in an existing 6,170-square-foot building, plus a modification to reduce a previously approved cannabis production facility. The site is within 300 feet of residential zoning but no other sensitive uses. Security conditions were included. Commissioner Buckley asked about cut-through access and the rear fence. No public comments. The Commission voted 9-0 to approve the permit and modification.
- Terrace Park Subdivision (P22-045): The item was continued without discussion to April 27, 2023, per staff recommendation, to allow for re-noticing.
- 2022 Housing Element Annual Progress Report: Staff presented housing production data for 2022: 2,246 total units built (56% low/very low income), compared to an annual target of 5,700 units. The city produced 1,267 lower-income units (including non-deed restricted), with notable deed-restricted projects such as Mirisol Village, Vista Nueva, Northview Point, Riverview Plaza, Wong Center Senior Apartments, and 4995 Stockton Boulevard. The city completed 5 of 49 implementation programs, including a pro-housing designation and an ADU resource center. Commissioners commended the work and discussed ADU application drop-offs, mixed-income housing ordinance updates, and the need to increase overall production. The report was received and filed.

Um, I first want to acknowledge that there was a um a credible active shooter incident this afternoon in or this morning around the state capitol. Um I did shelter in place. They've uh caught him as of 4 p.m. this afternoon, so I just want to remind people to be safe and vigilant um when you go home this evening. So I'd like to open the session and call the meeting to order. This is the City of Sacramento Planning and Design Commission meeting. Today's Thursday, April 13th, 2023. Thank you. We have quorum. Thank you. We'll start with instructions for public participation via Zoom. Um I'd like to remind members of the public and in the chambers if you would like to speak on an agenda item to please turn in your speaker slip when your item begins. Uh for members who are joining virtually, please refer to the agenda for the Zoom link. Once you've joined the meeting and wish to speak, raise your hand to provide public comment when the chair confirms the public comment speaking period for your desired item. If you're online, click on raise hand at the bottom of your screen. If you're on the mobile app, you can raise your hand by tapping the raise hand option in the more tab. And if you're calling in by telephone to raise your hand, dial star nine. Then to unmute and mute yourself, dial star six. Speakers will be given uh will be called on by the last four digits of their phone number. You'll have three minutes to speak once you're called upon. May we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing to gather together today in the active practice of acknowledgement and depreciation for Sacramento's indigenous peoples' history, contributions, and lives.
