Planning and Design Commission Meeting - March 14, 2024
The Sacramento Planning and Design Commission met on Thursday, March 14, 2024, at City Hall. The meeting was called to order at 5:35 PM and adjourned at 6:34 PM. Commissioners present: Andrade, Blunt, Buckley, Chase, Kadin, Lamas (at 6:01 PM), Macias Reed, Reschke, Thompson, Yeung, and Chair Wallace. Commissioners absent: Hernandez and Xiong. The agenda included approval of minutes, a public hearing for a gas station, a discussion on the Draft Parks Plan 2040, the Director's Report, and commissioner comments.
Consent Calendar
- Approved the minutes of February 22, 2024, by a unanimous vote (10-0) with three commissioners absent.
Public Hearings (Fuel Stop Gas Station)
- The Commission conducted a public hearing for the Fuel Stop Gas Station (P22-021) at 3200 Rio Linda Boulevard. No public speakers were present. Commissioner Chase moved to approve the Mitigated Negative Declaration and Mitigation Monitoring Plan, Conditional Use Permit, and Site Plan and Design Review. He noted that while he might not support a new gas station, the existing station had operated for years and a fire beyond the owner's control caused the CUP to expire. Commissioner Buckley seconded. The motion passed unanimously (10-0).
Discussion Items
- Draft Parks Plan 2040: Dana Repan, Senior Planner, presented the final phase of the Parks Plan 2040, which is open for public comment from March 8 to April 8, 2024. The plan includes nine key directions addressing safety, health, equity, youth, sustainability, etc. A statistically valid survey of 600 residents showed 60% prefer allocating more funding to parks in higher-need neighborhoods. Commissioners discussed maintenance funding challenges, public-private partnerships, pocket parks, flexibility in park design, partnerships with arts and culture, and potential funding sources such as IIG and AHSC grants. Commissioner Kadin suggested converting excess street rights-of-way into park space. Commissioner Macias Reed urged flexibility and creative use of small parcels. Commissioner Chase asked about minimum park size. The commission was asked to help publicize the comment period.
Director's Report
- Principal Planner Stacia Cosgrove reported that the General Plan 2040 was approved on February 27 and will take effect March 28. The commission's 2023 annual report was received and filed by the City Council.
Commissioner Comments and Introductions
- Commissioner Macias Reed welcomed new Commissioner Erin Reschke, an architect involved in affordable housing. Other commissioners discussed various topics but no formal actions were taken.
