Planning and Design Commission Meeting Summary - August 22, 2024
The Sacramento Planning and Design Commission met on Thursday, August 22, 2024, at 5:30 PM (local time) at City Hall, 915 I Street. Vice Chair Enoch Yeung presided in the absence of Chair Maya Wallace. The meeting was called to order at 5:32 PM and adjourned at 5:42 PM. Commissioners approved two consent calendar items and one public hearing item unanimously.
Consent Calendar
- Item 1 – Approval of Minutes: Approved the August 8, 2024, Planning and Design Commission minutes (File ID: 2024-00029).
- Item 2 – Initiation of Code Rezoning and Text Amendments: Initiated rezoning and text amendments to remove the Ascot Avenue (AOL) Overlay Zone and the Labor Intensive (LI) Overlay Zone from Title 17, and initiated text amendments to the Del Paso Boulevard/Arden Way Special Planning District (File ID: 2024-01481). Staff explained this is a prelude to a second omnibus ordinance to streamline code and fix errors. The motion passed unanimously (8-0, with Commissioners Buckley, Hernandez, Lamas, and Chair Wallace absent).

- Item 3 – Le Macaron Alcohol Sales (P24-001): Staff presented a request for a Conditional Use Permit (CUP) to allow alcohol sales (wine and beer) for on-site consumption at an existing bakery located at 1011 7th Street, within the Central Business District, Central City Special Planning District, and Merchant Street Historic District. The tasting room would be separate from the pastry shop, with proposed hours: Sunday–Thursday 10 a.m.–10 p.m., Friday–Saturday 10 a.m.–midnight. Public notice was given; one e-comment in support was received and no opposition. Commissioner Kendra Macias Reed expressed support, stating the addition of champagne with desserts would be a great addition. The motion to approve the environmental exemption (CEQA Section 15301) and the CUP passed unanimously (8-0).

Here. Chair Wallace, absent. And Vice Chair Young. Here. Great. Please rise for the opening land acknowledgments in honor of Sacramento's indigenous people and tribal lands. To the original people of this land, the Nissanan people, the Southern Maidu Valley, and Plains Me Walk, Pat 1 Wintu Peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing together to gather together today in the active practice of acknowledgement and appreciation for Sacramento's indigenous peoples' histories, contributions, and lives. Um I'll just note that uh September 12th, we've got a pretty long agenda, four project hearings, a special presentation by a resident artist, and then uh a workshop discussion on some changes to our cannabis regulations, title 17. Um of the project hearings will be on 860 Arden Way, the alcohol CUP. Um, and uh just note that if any of you commissioners or those listening or watching um that are attending on the 12th and plan on voting on that item, and they were not there on August 8th. Um you will need to watch the August 8th hearing. So just a reminder there. Great. Thank you. Next on the agenda is the consent calendar.
