The Sacramento Preservation Commission met on Wednesday, November 18, 2015, at 5:30 PM in the New City Hall, 915 I Street Council Chambers. Commissioners present: Bounds, Hook, Moffitt, Fuller, Marshak; absent: Forrest, Piner. A quorum was established. The agenda included the consent calendar, two review-and-comment items (Railyards Specific Plan Amendment and Special Sign District for the Entertainment Sports Complex), public comments, member comments, and the Director's Report.
Consent Calendar
- Approval of Minutes of the October 21, 2015 Meeting: Commissioner Moffitt moved approval, seconded by Commissioner Moffat. The motion carried unanimously, with Commissioner Marshak abstaining (he was absent from the October meeting).
Public Comments & Testimony
- No public comments were made on agendized items. At the end of the meeting, a brief announcement about the upcoming Preservation Roundtable was given in place of public comment.

- Item 3: P15-040 Railyards Specific Plan Amendment (Review and Comment) – Staff planner Teresa Haenggi presented a request to modify the boundaries of the Central Shops Historic District as part of a larger entitlement amendment for the Railyards project. The proposed changes would accommodate a Kaiser Permanente medical center and a Major League Soccer stadium. Commissioners asked about vehicular circulation, the fate of historic artifacts during remediation, and how the reduced residential capacity (from 10,000 to 6,000 units) aligns with the mayor's goal of 10,000 new downtown housing units. The applicant responded that the original density assumptions were unrealistic and that other projects would fill the gap. No action was taken; the item was for early input only.
- Item 4: M14-004 Special Sign District for the Entertainment Sports Complex (Review and Comment) – Staff and applicant presented a proposed sign district covering multiple buildings (Travelers, Fruit, Ramona, Marshall, etc.). Key features include mandatory property owner participation, deed restrictions binding future owners, content guidelines managed by a private association, and a single sign manager. Commissioners discussed whether sign programs should incorporate Secretary of the Interior standards and suggested referencing the more specific Brief 25 guidance. No action was taken; the applicant indicated a return to the Commission in February 2016 for a recommendation.
- Director's Report – Preservation Director Roberta Deering provided updates: ongoing commissioner recruitment; the December meeting will focus on the annual Certified Local Government report; and reminders about workshops and conferences. The report was received and filed.

Mr. Moffitt. And uh welcome everyone. Um just wanted to go over a little bit of housekeeping before we begin. Um there are speaker slips available in the back of the auditorium for anybody who would like to speak on any of the agendized items and also if you want to speak to the board in general after the agendized items. Um the order is going to be taken as given in the agenda, except that we are going to be moving the uh director's report to the end of the meeting or after item number four, I should say. And uh otherwise um we will jump right in to the roll call Roberta. I think I've got it. Uh Commissioner Bounds Commissioner Forrest is absent. Commissioner Hook. Here. Commissioner Piner is absent. Um the uh agenda is to go through the consent calendar for the October 21st meeting. Um if there is uh somebody on the uh commission that would like to discuss the meeting minutes or make a motion to accept the meeting minutes from last month, that would be wonderful. Anyone accept the math? Excellent. And uh Commissioner Moffat. I second that. Excellent, excellent. So we've got uh a motion and a second. And do you have those recorded? Excellent. Oh, all right, since he was not here last month. Thank you. Okay, uh moving directly on to the uh staff report items. We'll begin with item number three, the rail yard specific plan amendment. And we have P15-040, the rail yard specific plan, and planner Teresa Henge will be giving a brief introduction and turn it over to the applicants. Yes, um, as Roberta said, my name is Teresa Henge. I'm with the community development department, and I will introduce um the review and comment of the proposed modifications to the boundaries of the Central Shops Historic District. And I want to um kind of emphasize at this point this is review and comment only. We will be returning at a later date for action on this item. It was important to the applicant that um they get some early input in the review early in the review process. Um the application uh I'm sorry, that the Central Shops Historic District was formed in 2007 by resolution and was part of the larger rail yards project, and that ordinance is provided in your staff report. And an application was recently submitted to the city for the rail yards project, and the application is requesting to modify the previously um and the previous entitlement approvals and also to take an opportunity advantage of the opportunity for a Kaiser Permanente Medical Center and um a major league soccer stadium. The list of entitlements are provided in your staff report, and they also include modification to the Central Shops Historic District boundaries.
