Preservation Commission Meeting - August 15, 2018
The Sacramento Preservation Commission held a regular meeting on August 15, 2018, at 5:30 PM in the City Hall Council Chamber. All six commissioners were present. The meeting covered a consent calendar, public comments, two public hearings, a staff report, and the director's report. - Item 3: PB17-067 I & 23rd Multifamily Development – Continued to the September 5, 2018 meeting.
- Item 4: M18-015 2812 S Street Vacant Lot with Landmark Status – Staff presented a request to remove landmark designation. The commission held a public hearing and unanimously approved (Whitelam/Valania; 6:0:0) a motion recommending City Council to determine the removal is CEQA-exempt and to pass an ordinance removing the designation.
- Item 5: P17-046 318 U Street Tentative Map and Site Plan & Design Review – The project proposed subdividing a 0.21-acre parcel into six lots and constructing six attached single-unit dwellings. After staff and applicant presentations and public testimony, a motion to recommend denial (Moffett/Valania; 5:0:1; Whitelam abstained) was carried, as the commission found the project did not meet the Secretary of the Interior's Standards. The motion included a conditional caveat that approval would be acceptable if standards were met, but the recommendation was denial.
- Item 6: M18-018 Eastern Star Building Hotel Adaptive Reuse (Preliminary Concept) – Staff presented a concept design for adaptive reuse of the 2719 K Street building as a 120-140 room hotel. The commission reviewed and commented on the design. Public comment was heard from Margaret Piner.
- Item 7: Director’s Report – Received and filed.
- Item 8: Member Comments – No items were announced.

The August 15th, 2018 meeting of the City of Sacramento's Preservation Commission is called to order. Before we start, I'll review our procedures. Copies of the agenda for tonight's meeting are on the kiosk just outside the door. The commission will refer to each of the items according to the order provided on the agenda. And there is a change to the agenda. Agenda item number three is being continued to the September fifth meeting of the Commission. And note that is an unusual meeting date for us. It's earlier in the month than it would normally be. Commissioner Miller. Commissioner Moffat. Commissioner Velania. Commissioner Whitlam. And Chair Marshak. Here. Very good. First item on the agenda is our consent calendar, and there is a single item under consent, and that is approval of the minutes of the July fifth, twenty eighteen meeting, which are in your agenda packet in draft form. Abstain. Very good. Thank you. So the item carries. All right. Next on our agenda are public comments. Matter is not on the agenda, and I have a speaker slip from William Berg. Good evening. On behalf of the Board of Preservation Sacramento, I'd like to present the commissioners and city staff with the draft nomination that we just completed for the 700 block of K Street Historic District. We've been working in conjunction with the property owners for the past few months who initially inquired about how to get uh landmark plaques for all of the buildings on the block, only to discover that three were listed landmarks and the other ones had been evaluated and decided they couldn't be eligible as individual landmarks. But under subsequent evaluation and also looking at the other historic contexts of the of that block, they were all except for one building which has lost all of its its um front wall eligible as contributors to a historic district. They all share common context geographically. It's the the half block of the 700 block of K Street, which is one of a small number of remaining city blocks that retain the character of a historic downtown Sacramento Street during the early 20th century, with uh shared party walls, storefronts on the ground floor, which are often subject to change. Uh but when you go above the the ground floor, the architectural character is uh a variety.
