Preservation Commission Meeting - February 17, 2021
The Sacramento Preservation Commission held a regular meeting on February 17, 2021, from 5:30 p.m. to 7:57 p.m. via teleconference due to the COVID-19 pandemic. The commission approved consent calendar items, conducted public hearings on two landmark nominations, and reviewed several discussion items. All votes were unanimous with 6 commissioners present (Commissioner Lemon absent).
Consent Calendar
- Approved the minutes of the December 16, 2020 meeting (6-0-1, Lemon absent).
- Elected Alice Valania as Chair and Christine Miller-Cruiess as Vice Chair (both votes 6-0-1).
Public Comments & Testimony
- Item 3 – Nathaniel Colley Residence: Joe Flores, president of the South Land Park Neighborhood Association, expressed support for the landmark nomination.
- Item 4 – James Dodd Residence: No call-in public comments; staff received a joint letter of support from Preservation Sacramento and Sacramento Modern, and the Golf Course Terrace Estates Neighborhood Association expressed support. The property owner did not respond to outreach but did not oppose.
Public Hearings
- Item 3 – Nathaniel Colley Residence Landmark Nomination: Staff presented the nomination for 5441 Pleasant Drive, the home of Nathaniel Colley, Sacramento's first African American attorney. The property is eligible under City Code Criteria 2 for association with a person significant in the city's past. The commission discussed the implications of landmark status for property modifications and the owner's support. The commission voted unanimously to forward a recommendation of approval to the City Council.
- Item 4 – James Dodd Residence Landmark Nomination: Staff presented the nomination for 1860 60th Avenue, the home of James C. Dodd, Sacramento's first licensed African American architect. Eligible under Criteria 2 and 4. The commission discussed the significance of the mid-century modern subdivision and the property's architectural design. The commission voted unanimously to forward a recommendation of approval to the City Council.

Welcome everyone. I believe we can start the meeting now. Okay, well, welcome everyone to the February 17th Preservation Commission meeting. Um, in response to governor's executive order and the local resolution, we're holding this virtually, and all members of the public are encouraged to submit public comments via e-comment through the city's official website. Um there's also a telephone number that we will announce on each item that you can call in on to um if you wish to make your comments um at the meeting itself. So I guess with that, we'll start with uh Carson. Do you want to call the roll call? Yes, Commissioner Carter. Present. Uh yes, I should have reminded each of you to unmute yourselves as you um give your uh your assent. Commissioner Bounds. Here Commissioner Liman is excused, Commissioner Miller. Here commissioner Miller Cruz. Here commissioner Velania here and Chair Whitelam. Here now we have two items on the consent calendar tonight. Um the um and if anyone wishes to comment on the consent calendar, the numbers nine one six, eight zero eight, seven two one three, and you would dial one to make a comment on the consent calendar. Um the two items item one is approval of the preservation commission minutes of the December 16th, 2020 meeting. So I don't know if any um members have uh would like to make a motion because we really need to take a separate action on the next item, which is nominations and elections uh for the chair and vice chair. So should we approve the minutes yes? You'll take these separately, and so yes, are you looking for a motion or corrections to the minutes from December? Right. I move that we accept them uh the minutes from the December meeting. Second the motion. Okay, um, Carson, do you want to call the roll call? Yes, if each of you could unmute yourself as I call your name. Commissioner Carter, yes, Commissioner Bounds, yes, Commissioner Miller, yes, Commissioner Miller Cruz. Yes, Commissioner Volania, yes, and Chair Whitelum. Yes. Um motion is unanimously. Okay, the second item is um an item number two, which again, if anyone wish to make a call in, you would dial that nine one six eight zero eight seven two one three and dial one. Um this item is nominations and elections for the offices of preservation commission chair and vice chair. So um I um I'd like to nominate that Alice Villania be the chair of the commission. And I don't know if you I do we take these individually? Is that the way we should do that? The two items. I I recommend because we're having to do votes on each item to take them separately. That probably makes it cleaner. Right. Well, that's that's my nomination is that we nominate Alice if Alice is willing to do it. So thank you. Um I would accept the nomination. And I will second it.
