Preservation Commission Meeting - April 20, 2022

The Sacramento Preservation Commission met on Wednesday, April 20, 2022, at 5:31 p.m. via teleconference due to the COVID-19 pandemic. The meeting lasted 20 minutes, adjourning at 5:51 p.m. All six commissioners were present (one joined late).   • 2020-2021 Certified Local Government Program Annual Report Draft: Preservation Director Sean de Courcy presented the required report for submission to the California Office of Historic Preservation (deadline May 1, 2022). Commissioners provided several editorial corrections:
    • Commissioner Ryan Miller noted his credentials on page 8 should read "SE" instead of "MA" and that Commissioner William Carter's first name should be spelled "William." He also asked if former Commissioner Jackie Whitelamb should be included.
    • Commissioner Justin Wisely asked about including degrees for himself (MA) and Daniel Herrick (MHC).
    • Commissioner Herrick pointed out a spelling error on page 10: "durino" should be "during."
    • Commissioner Miller questioned whether the training section was comprehensive, given the pandemic's reduction in in-person conferences. Director de Courcy confirmed he used submitted data and will review past reports. The commission expressed appreciation for the report and directed staff to integrate comments before final submission.

Director’s Report

  • Staff Return: Community Development Department staff have begun a hybrid return to offices at 300 Richards Boulevard. Public counter appointments and in-person inspections have resumed. Remote meetings continue.
  • Sacramento Black Experience Grant Project: The project, funded by a National Trust grant, will run from spring 2022 to spring 2023. An RFP received six responses; a scoring panel (including Chair Valania) will meet on April 22 to review proposals. A more detailed presentation to the commission is anticipated after consultant selection.

Key Outcomes

  • The Consent Calendar was adopted unanimously.
  • Commission comments on the CLG Annual Report will be incorporated into the final version before submission to the state and National Park Service.
  • The director will follow up with SHIPO staff on whether to include past commissioners in the membership list.
