Sacramento Preservation Commission Meeting - September 21, 2022
The Sacramento Preservation Commission held a regular meeting on September 21, 2022, from 5:30 p.m. to 6:29 p.m. via teleconference. The commission addressed a consent calendar, introduced two newly appointed commissioners, received an update on City Code Chapter 2.40 governing boards and commissions, and reviewed and commented on the Stockton Boulevard Plan.
Consent Calendar
- Item 1: Approved the Preservation Commission meeting minutes of June 15, 2022, by unanimous motion (7-0).
Public Comments & Testimony
- Item 3 (City Code Update): Barry Boyd asked for clarification on the process for forming working groups. He stated that the resolution (as he understood it) required a request to P&PE, which would then send to City Council for approval. City Clerk Mindy Cuppy clarified that the adopted ordinance allows subcommittees only with full council approval, and that the path is through P&PE then council.
- Item 4 (Stockton Boulevard Plan): Barry Boyd inquired how long the public survey would remain open for input. Staff responded that the online survey is open until October 15, 2022, with another round of public input in early 2023.
- Public Comments – Matters Not on the Agenda: Barry Boyd noted that the African American Experience ad hoc committee could still meet until December 31, 2022, and suggested promoting the project at the South SAC festival on October 14, 2022. Preservation Director Sean deCourcy responded that the subcommittee will not continue meeting, but public meetings for the African American Experience Project will continue (e.g., at MLK library on September 28, 2022, and other locations).

- Item 2: Introduction of Newly Appointed Preservation Commissioners – Sean deCourcy introduced Garrett Root (architectural historian, appointed to Seat B) and Joshua Montemayor (public at large, Seat F). Both provided brief remarks. The commission received and filed the item.
- Item 3: Update on Chapter 2.40 of the Sacramento City Code – City Clerk Mindy Cuppy presented an overview of the recently updated code, including appointment procedures, attendance requirements, term limits (4-year terms, 2-term maximum), meeting rules, and prohibition of ad hoc committees without council approval. She highlighted ongoing efforts to standardize commission processes and enhance training. The commission received and filed the report.
- Item 4: Update on the Stockton Boulevard Plan – Senior Planner Elizabeth Boyd presented the community working version of the plan, covering the corridor from Alhambra Boulevard to 65th Street. She described historic resources, including the cannery site, Colonial Theater, and Caltrans equipment headquarters, and noted that a historic context statement was prioritized over an intensive survey. The plan includes policies for preservation, wayfinding, and storytelling. Commissioners discussed the scope of the historic survey, inclusion of adjacent residential districts, and the role of trees. The commission provided feedback and comments. The plan is open for public comment until October 15, 2022, with a public review draft expected in early 2023 and final adoption in spring/summer 2023.

Vice Chair Miller. Here. Thank you. Chair Belania. Here. Thank you. We have a quorum. Thank you. So for members of the public who wish to join, please refer to the agenda for the uh zoom link. And then once you've joined and wish to speak, please use the raise your hand feature when the item begins to provide public comment. When it's time, the clerk will call on you and you'll have two minutes and all of the options for public comment are listed in the agenda. So with that, uh please rise for the opening acknowledgments in honor of Sacramento's Indigenous People and Tribal Lands. To the original people of this land, the Nissanan people, the Southern Maidu, Valley and Plains, Miwok, Putwin Wintoon peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us today on these ancestral lands by choosing to gather together today in the active practice of acknowledgement and appreciation for Sacramento's indigenous peoples' history, contributions, and lives.
