Preservation Commission Meeting – Wednesday, February 15, 2023
The Sacramento Preservation Commission met virtually via Zoom on February 15, 2023, at 5:32 p.m. The meeting, which adjourned at 6:06 p.m., included a consent calendar approval, a public hearing to recommend landmark designation for the Hale-Marks House, election of a new Chair and Vice Chair for 2023, a review of Council Rules of Procedure, a Director’s Report, and farewells to outgoing Commissioners Ryan Miller and Daniel Herrick.
Consent Calendar
- Approval of Minutes (November 16, 2022): Passed unanimously (6-0) without discussion or public comment.
Public Hearings
- Ordinance Listing 1301 45th Street (Hale-Marks House) as a Landmark: Staff presented the property, built in 1926, for its architectural significance under Criterion 3 of the Sacramento Register. The commission conducted a public hearing with no public comments. A motion to recommend City Council approval of the landmark designation and CEQA exemption passed unanimously (6-0).
Discussion Items
- Selection of Chair and Vice Chair for 2023: Commissioner Ryan Miller nominated Commissioner Max Slavkin for Chair. Slavkin accepted, noting his seniority and familiarity with procedures. The motion passed unanimously (6-0). Commissioner Joshua Montemayor then nominated Commissioner Garret Root for Vice Chair; Root accepted. That motion also passed unanimously (6-0). The new officers will assume duties at the next meeting.
- Council Rules of Procedure Review (Oral Report): City Clerk Mindy Cuppy presented highlights of the updated rules, including virtual participation, meeting continuations past 9:30 p.m., and advisory body reporting requirements. The report was received and filed with no further discussion.
Director’s Report
Preservation Director Sean deCourcy reported:
- The commission will return to in-person meetings starting next month (March 2023).
- The African American Experience Project has received positive media coverage during Black History Month, with public engagement supported by the Mayor’s office.
- Three new Mills Act contracts were executed in December 2022 (two residential, one commercial), bringing the total to over 20 active contracts.
- deCourcy presented to the Boulevard Park Neighborhood Association (40–50 attendees) on historic preservation programs, generating additional Mills Act inquiries.
- He will speak at a California Preservation Foundation workshop on state housing streamlining and historic preservation.
- Commissioners Miller and Herrick will be leaving after this meeting; their seats are expected to be filled by the March meeting. deCourcy thanked them for their service.
Commissioner Comments
Commissioner Slavkin encouraged commissioners to bring ideas for proactive projects during the open comment period at future meetings. He also noted the upcoming CPF conference (April 19–21, 2023, at Fort Mason, San Francisco).

Please rise for the opening acknowledgments in honor of Sacramento's Indigenous People and Tribal Lands led by Commissioner Slavkin. To the original people of this land, the Nissanon people, the Southern Maidu, Valley and Plains. Excuse me. Valiant Plains Miwok, Pudwin Windtoon peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the Native people who came before us and still walk beside us today on these ancestral lands by choosing to gather today in the active practice of acknowledgement and appreciation for Sacramento's Indigenous Indigenous People's History Contributions and Lives.
