And I just want to say trust and believe we have been very, very busy.

But when we became more official as the alliance, uh we've been meeting um monthly.

We've had several retreats.

We've established our value systems, our our decision making process, really wanting to make sure we establish a process that will be the lasting, that will be strong, that will be able to really complement the work and work together with with the racial equity committee at the city level.

Because many of us were part of the alliance, while we are residents, we are also part of organizations and we work in a lot of our communities.

Racial Equity Committee Meeting Summary – April 11, 2023

The Sacramento Racial Equity Committee met on Tuesday, April 11, 2023, from 10:01 AM to 11:53 AM in the City Hall Council Chamber.   • Item 2: SCORE Initiative Update – Kelly Rivas, Kim, Kao Yi Tao, and Nora Liu from Race Forward presented on the multi-year Sacramento Centered On Racial Equity (SCORE) initiative. The Racial Equity Alliance and Racial Equity Council have been meeting monthly, established values, and designed truth-telling circles to build trust. The first phase (truth-telling circles) was originally scheduled for March 2023 but slipped to late June due to scheduling challenges. The facilitator is Ananda Marilee from the NEMI Collective. The committee discussed Brown Act constraints on elected participation: a quorum of three cannot attend private circles, so only two committee members may attend. The committee expressed a desire to have the city manager participate. Mayor Steinberg and Councilmember Jennings voiced concerns about the pace; Steinberg said the progress is "insufficient" and urged more urgency, while Jennings agreed and asked to move timelines earlier. Chair Vang acknowledged the messiness but requested updated timelines on the website. The item was received and filed.
  • Item 3: Resolution on Mandatory Diversity, Equity, Inclusion, and Belonging (DEIB) Training for City Elected Officials, Council Staff, and Appointed Officers – Aimée Zenzele Barnes presented the resolution. Discussion included expanding training to all city staff eventually. Councilmember Jennings requested that the resolution commit to training for all city staff, not just elected/appointed. Mayor Steinberg supported adding experiential elements.   • Item 4: American Rescue Plan Act (ARPA) Interim Rapid Response Tool (IRRT) Update on Trends and Application – Aimée Barnes and Crow consultants presented on the tool's application, a community investment dashboard, and lessons learned. 76% of city grant projects utilized or will utilize the IRRT. Root causes identified across projects include racial wealth gaps, health inequities, redlining, etc. The dashboard was launched in December 2022. The committee discussed the need for deeper analysis of equity outcomes. Mayor Steinberg asked about sequencing and the ability to measure historical patterns. The item was received and filed.
