Public Comments & Testimony

- Jeffrey Tartagia expressed curiosity about what the STA has achieved so far in 2024 and questioned the coordination of smart growth efforts between city and county.
- Stacey Jarvis, Diana Williams, and Liz Blum (residents of the Newton Booth neighborhood) spoke in support of funding the Alhambra Triangle Sound Wall. They cited noise, air quality, and safety concerns, including witnessing accidents. They thanked the board for listening and acting on their February request.
- Nick Shelley (Newton Booth resident) also supported the sound wall, noting the 60-year impact of Highway 50 on his neighborhood and describing it as long overdue.

- Draft STA Budget for FY 2024-25 (Item 7): Presented by Dustin Purinton and Kevin Busey. The budget is balanced, reflecting conservative revenue projections, a focus on paying down CalPERS unfunded liability, and updated strategic planning goals (build public trust, develop great relationships, align transportation priorities with funding). Revenues include sales tax, impact fees, and interest. Expenditures include capital improvement programs, transit, and freeway service patrol. The budget will be presented to the independent taxpayer oversight committee on May 23 and is scheduled for final adoption on June 13. The board voted to continue the item to the June 13, 2024 meeting.
- Smart Growth Incentive Program - Allocation Contracts (Item 8): Kevin Busey proposed authorizing the executive director to execute contracts totaling $1.43 million as matching funds for SACOG's Community Design Program grants. The program uses 15% of developer fees from Measure A. The board approved the motion. Board member Hume raised the need to also consider rural roads not eligible for smart growth funds.
- Safe Streets and Roads for All (SS4A) Grant Strategy (Item 9): Kevin Busey proposed using $270,000 in remaining Smart Growth funds as a match for a countywide safety action plan under the SS4A program. The plan would complement existing local plans, quantify regional safety needs, and position jurisdictions for future federal and state grants. Applications are due August 29, 2024. Board member Cerna asked if pavement conditions (e.g., potholes) would be considered a safety issue; staff noted that the federal definition may not cover that. The board approved the strategy and authorized the grant submittal.

Good afternoon, Director Desmond Frost, Tao Hume, here Daniels, here Kennedy Maple, Cerna here, Spees, President and Guerra. Here thank you, Madam Clerk. Um if you folks could please rise and join me in the Pledge of Allegiance. Salute pledge. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God invisible with liberty and justice for all. Thank you very much. Madam Clerk, do you mind reading the announcements? Um we'll go ahead and move on to the first item, Madam Clerk. Item number one is comments from the public regarding matters not on the agenda. Thank you, Madam Clerk. I believe we only have one. I have one person who signed up to speak for item number one, and that is uh uh council member uh the honorable David Kent. Well, I'm very pleased to be able to come before you and represent the plight of Ileton, its unusual location and transportation concerns, but that's not my topic. My topic is wildly positive, and that is if the city of Ialton went into special session in order to pass the resolution originally proposed by the city of Galt that we jointly represent each other's cities to this board. And the goal is that Galt will represent Ialton as effectively or better than Ialton can represent themselves, and vice versa when the time comes. Yes, we will be discussing uh the citizens' concerns for transportation, but I think equally of of equal importance. We care about the county as a whole. So if our capital city gets improvements, if our rural roads in the county uh are able to be maintained, then our residents, business owners, and visitors will all benefit, and we regard that uh in our uh concerns. In addition, uh we intend to lend our voice to helping this board be uh as operating as efficiently and governed as effectively as possible from our position of influence. So having said that, uh I'm looking forward to these proceedings today. Thank you very much, Councilmember, for being here. This is the first time this year I've been in front of the STA. Um looking forward to see what you really have to say today. Uh but at the same time, um just came from the energy commission and interesting some of the results and impacts that are gonna have on there. Um just curious things, figure it was time to say hello and see what in the world you guys really have achieved so far, meaning it is already May of this year. Um, and that's my public comment on there, and we'll see what smart growth really means to you guys. Um, you know, um, and how you coordinate city and county efforts to address that. Thank you.
