Sacramento Local Agency Formation Commission Meeting - October 7, 2024
The meeting was called to order at 5:31 PM with a quorum present. Commissioners in attendance: Frost, Jones, Little, Kaplan, and Desmond. Commissioners Carter and Walton were absent. The meeting was live and recorded, with public participation guidelines read by the clerk. No public comments were made for off-agenda items.

- Item 5: Out-of-Agency Service Agreements with Sacramento Area Sewer District (SAC Sewer) – Policy Analyst Christy Grabo presented a request for approval of out-of-agency service agreements for three parcels on Leona Circle (3200, 3220, and 3280 Leona Circle) in unincorporated Natomas. The parcels cannot meet county septic setback requirements (100 feet from residential wall) and are under the minimum two-acre lot size for septic. Environmental Management Department recommended public sewer connections due to a pending threat to health or safety. Staff determined the project is categorically exempt under CEQA. Commissioner Kaplan expressed familiarity with the area and support, noting similar agreements exist for neighboring parcels. A motion by Kaplan, seconded by Frost, passed unanimously.
- Item 6: Update on Reclassification of LAFCO Executive Officer – General Counsel Diane Gillick reported on follow-up with county staff after the previous month’s discussion. She reiterated the request for timely reclassification and explored converting the executive officer position to an at-will department head role. A meeting with the county executive’s office was scheduled for the following Monday. Chair Desmond confirmed ongoing priority attention from the county and commitment to stay engaged. Commissioner Jones thanked the chair and Supervisor Frost for leadership. No action was taken; the update was received.
- Item 8: Questions and Announcements – Executive Officer Jose provided updates: the RFP for the Florin County Water District review closed with multiple responses, with evaluation underway and expected approval in November; the MSR for SAC Metro began with a meeting with Chief House and staff, and a point person was designated. The last MSR for SAC Metro was in 2004. Commissioner Jones attended a community meeting regarding a potential merger between Saxon Urban Water District and Del Paso Manor Water District, praising staff’s preparation. No further discussion occurred.
